13TH AUGUST, 2026
1019
Preamble:— In the major initiative, Government of India under the National Solar Mission has set a
target of 500GW power generation through Renewable Energy in the country by 2030. The National Solar
Mission (NSM) is a flagship initiative of the Government of India aimed at promoting the large scale
deployment of solar energy across the country. The mission includes various schemes such as the Solar Park
Scheme, VGF Schemes, CPSU Scheme, Defence Scheme, Canal bank & Canal top Scheme, Bundling
Scheme, and Grid Connected Solar Rooftop Scheme to encourage the generation of solar power.
In order to achieve this magnitude of capacity, the Ministry of New and Renewable Energy (MNRE),
Government of India has notified PM Surya Ghar: Muft Bijli Yojana on 29th February, 2024 to increase the
share of solar rooftop capacity and empower residential households to generate their own electricity. The
scheme has an outlay of Rs. 75,021 crore and is to be implemented till FY 2026-27 in which State of Goa
has been allotted 65 MW capacity of Solar Energy by FY-2027.
Installation of rooftop solar plant on a large scale is one of the best initiatives, as in such plants, there
are no requirements of land, energy is consumed where it is generated; there would be no element of
transmission loss or wheeling loss and such plants would be in interest of public at large as well as State
utilities. Therefore, with a view to promote large scale rooftop solar systems on private residential roofs-
terraces, the Government vide its Notification in Official Gazette, Series I No. 48 dated 29th February, 2024

Notification
4-42/NRE/TECH/UCO/2025-26/247
Date : 05-Aug-2026
The following Policy is approved by the Government and is hereby published for the general information
of the public.
Policy Framework for Management of Used Cooking Oil for the Reuse as Biodiesel.
Used Cooking Oil (UCO), also known as waste cooking oil or used vegetable oil, requires proper
management to prevent environmental harm and promote sustainability.
India already mandates ≤ 15% limit on Total Polar Compounds (TPC) for fresh edible oil and ≤ 25%
TPC as the discard limit for oil in use; the Repurpose Used Cooking Oil (RUCO) program channels UCO to
biodiesel. Goa’s gap is consistent, visible enforcement and digital traceability – especially among small
eateries. A five-pillar approach – clear standard operating procedures (SOP), risk- based inspections with

handheld TPC meters, QR e-receipts and dashboard, balanced incentives/penalties and firm aggregator
oversight–will close leakages, protect public health and strengthen Goa’s tourism reputation.
In India, initiatives like the Repurpose Used Cooking Oil (RUCO) program, led by the Food Safety and
Standards Authority of India (FSSAI), aim to achieve these goals by creating a structured ecosystem for
UCO collection and recycling.
Policy Goal.— The Used Cooking Oil (UCO) policy goal is to promote sustainable and environmentally
friendly practices in managing waste cooking oil and prevent is from Re entering the food chain. UCO is
now viewed as a “second-generation” feedstock, a it doesn't compete with food crops (like corn or soy) for
fuel production.
• Biofuel Mandates: Many countries set targets for blending biodiesel into standard diesel (e.g., the
EU’s Renewable Energy Directive). UCO is the preferred feedstock because of its low “carbon
intensity” score.
The goal of integrating a transparent, data-driven system within the first 12 to 18 months usually
refers to the implementation phase of a Digital Traceability Ecosystem.
1. Digital TPC Monitoring & Enforcement
• The Standard: All outlets must maintain oil quality with a Total Polar Compound (TPC) count limit
of <25% as prescribed by FSSAI from time to time.
• Verification: Fresh oil is checked at opening to ensure it starts at < 15% TPC.
• Data Entry: FDA Goa inspectors will use handheld TPC meters to perform risk-based checks, with
results instantly uploaded to the centralized dashboard.
2. QR-Based Traceability & Reconciliation.— The system will bridge the gap between “Generators”
(e.g. restaurants) and “Aggregators” (collectors) through:
• Geo-tagged E-Receipts: Every time an aggregator picks up UCO, a unique QR code is generated.
This receipt is geo-tagged to confirm the physical location of the handover.
• Reconciliation: The FDA Goa dashboard will automatically reconcile the volume of oil given by the
restaurant with the volume received by the aggregator.
• The “Leakage” Filter: If an aggregator’s input to a biodiesel plant doesn't match the total volume
collected from restaurants, the system flags the discrepancy for audit.
3. The “Freshly Fried” Consumer Interface
• Public Recognition: Establishments that consistently meet TPC standards and log their UCO
disposals digitally will be awarded a “Freshly Fried” badge.
• Dynamic QR Codes: Participating outlets display a “Freshly Fried” badge with a scannable QR code
to view:
• Last TPC Check: Date and result of the most recent handheld meter test (Target: < 25%).
• Recycling Status: Confirmation that the outlet has a valid RUCO handover receipt within the last
72 hours.
• Hygiene Rating: Integration with the national “Hygiene Star” rating.
The key objectives include:
• Preventing UCO from Re-entering the Food Chain: Ensuring that used cooking oil is not reused for
cooking purposes, thereby reducing health risks associated with its consumption.

1025
• Encouraging Recycling and Repurposing: Collecting and processing UCO to produce biodiesel,
animal feed, or other products, which helps conserve natural resources and reduce waste.
• Promoting Environmental Sustainability: Reducing the environmental impact of improper UCO
disposal, such as water pollution and soil contamination, by implementing proper collection and
disposal systems.
• Raising Awareness: Educating the public, food business operators, and other stakeholders about the
importance of proper UCO disposal and the benefits of recycling.
• Regulatory Framework: Establishing and enforcing guidelines and regulations for the safe collection,
storage, and disposal of UCO, with penalties for non-compliance.
• Supporting Circular Economy: Fostering a market-driven incentive system that encourages the
collection and recycling of UCO, promoting principles of circular economy and sustainability.
Reasons for Managing Used Cooking Oil
- Environmental Impact: Improper disposal of used cooking oil can contaminate waterways, harm
aquatic life, and clog drains.
- Health Risks: Used cooking oil can become rancid and harbor bacteria, posing health risks if not
handled properly.
- Sustainability: Recycling used cooking oil can help conserve natural resources and reduce waste.
How to Manage Used Cooking Oil:
- Collection: Collect used cooking oil in a designated container with a tight-fitting lid.
- Storage: Store the container in a cool, dry place, away from heat sources and ignition sources.
- Disposal: Dispose of used cooking oil through authorized waste management facilities or recycling
programs.
- Recycling: Consider recycling used cooking oil into biodiesel, animal feed, or other products.
Benefits of Proper Management:
- Reduced Environmental Impact: Proper disposal and recycling of used cooking oil can help protect
the environment and conserve natural resources.
- Conservation of Resources: Recycling used cooking oil can help conserve natural resources and
reduce waste.
- Economic Benefits: Recycling used cooking oil can create new revenue streams and job
opportunities.
Role of GEDA:
• Development, operation and maintenance of a portal for registration of UCO generators and
aggregators.
• Acting as the nodal implementing agency for the policy.
• Facilitating utilization of used cooking oil for biodiesel production and its use in the transport sector.
• Market facilitation and inter-departmental coordination.
• The price of used cooking oil shall be decided by a Committee comprising of official of GEDA, FDA,
Department of Environment and Climate Change, representative of TTAG, Representative of the

Restaurant Association and Authorized Aggregator with Director, Department of New and
Renewable Energy as Chairman of the Committee.
• Facilitate establishment of plant for Recycling of Used Cooking Oil as Biodiesel.
Role of GSPCB
• To specify a condition in consent to make it mandatory to all RUCO generators to register on the
GEDA portal and dispose the RUCO only to those aggregator registered on GEDA portal.
Role of Department of Environment
• To issue directions under Section 5 of Environment Protection Act,1986 to make it mandatory to all
RUCO generators to register on the GEDA portal and dispose the RUCO only to those aggregator
registered on GEDA portal.
Role of FDA
• Deploy handheld TPC meters; run risk-based checks (fresh oil and oil in use); maintain dashboard;
quarterly ward-level scorecards; enforce penalty ladder; promote “Freshly Fried” with Tourism.
Role of FSSAI
• Maintain the 15% / 25% thresholds, expand RUCO network, proficiency testing/training for labs.
Role of RUCO aggregators
• 72-hour pickups; QR e-receipts, sealed chain of custody, weekly ward data to FDA Goa.
Role of Accredited labs
• ≤72-hour confirmations for failed field tests, digital reporting to dashboard, ring-tests/QA.
Role of Municipalities
• Enforce grease-trap norms, monitor drains/markets, co-fund shared UCO depots for shack clusters
and markets.
Role of Travel and Tourism Association of Goa and Restaurant Association
• Co-host trainings, feature compliant kitchens, embed UCO/TPC metrics in hygiene star and
sustainability programs.
Best Practices:
- Use Reusable Containers: Use reusable containers to collect and store used cooking oil.
- Label Containers: Label containers clearly to ensure proper handling and disposal.
- Train Staff: Train staff on the proper management of used cooking oil to prevent accidents and
ensure compliance with regulations.
By implementing these strategies, individuals and organizations can manage used cooking oil in an
environmentally responsible and sustainable manner.
The Policy will come into effect from the date of Notification in the Gazette.
