Circular

Read: Circular No. CCT/26-1/PAN based/2024-25/28012 dated 11/04/2025, published in the

Official Gazette, Series I No. 3 dated 17/04/2025.

Vide above referred circular, the Government had issued direction for compulsory capturing PAN

details in registrations, licenses, permissions, etc. issued by the Government of Goa.

In partial relaxation of the said Circular, the following categories are hereby exempted from

compulsorily capturing the PAN issued by Income Tax Department:

1) Where any registrations, licenses, permissions, etc. are obtained for non-commercial purposes by

an individual and where under the applicable Act/Rules it is not compulsory to obtain PAN for being

eligible for seeking such registration/license/permission, etc.

However, in respect of registrations, licenses, permissions, etc. for commercial purposes, where the

applicant has voluntarily obtained PAN or is mandated under the relevant Act/Rules to obtain PAN, the

field for capturing PAN in the application form shall be kept as mandatory.

All Departments shall take immediate action for the implementation of this circular and submit

compliance report to the Finance Department within a period of six months from the issue of this circular.

This issues with the approval of the Hon’ble Chief Minister/Finance Minister of Goa.
