(2) of Section 19 of the Bihar Secretariat Service Act, 2007 (Bihar Act 3, 2008), the

cadre Controlling Authority (Personnel and Administrative Reforms Department) Makes

following regulations for conducting Departmental Examination and Competency test for

typing on typewriter and Computer, in the Assistant Grade of Bihar Secretariat Service in

light of Section-12 of the said Act-

1. Short title and Commencement.-(1) These Regulations may be called the Bihar

Secretariat service (Assistant Grade Departmental Examination) Regulations 2008.

(2) It shall come into effect at once.

2. Definitions.- In these regulations unless the context otherwise requires-

(i)

‘Service’ ,means the Bihar Secretariat Service;

(ii)

‘Act’ means the Bihar Secretariat Service Act, 2007 (Bihar Act, 3, 2008)

(iii)

‘Rules’ means the Bihar Secretariat Service Rules, 2008;

(iv)

‘Board of Revenue’ means the office of Board of Revenue attached to the

Revenue and land Reforms Department of Bihar State Government;

(v)

Words or References used in these Regulations and not defined shall have

the meanings respectively assigned to them in the Bihar Act 3, 2008 and

Bihar Secretariat Service Rules, 2008.

3. Department Examination.- The departmental examination for the persons

appointed on probation in the Assistant Grade of the service shall be conducted by the

Board of Revenue. Each person appointed on probation shall be required to pass the

Departmental Examination and Typing and Computer Competency Test after completing

the Training Programme successfully. Departmental Examination and Typing and

Computer Competency Test will be organised twice every year.

4. Syllabus of Departmental Examination.- There shall be three papers in the

Departmental Examination as under:-

First Paper

Subject-

1. Secretariat Instructions.

2. Rules of Executive Business.

3. Part II, III, IV, IVA, V, VI, IX, IXA and Chapter II of Part XIV of the

constitution of India.

4. Bihar Government Servants (Classification Control and Appeal) Rules,

2005.

5. Bihar Public Service Commission (Limitations of functions) Regulation

and Bihar Government Servants conduct Rules.

6. Right to Information Act, 2005 and rules made there under.

7. Bihar Secretariat Service Act, 2007 (Bihar Act 3, 2008).

Second Paper

Subject-

1. Notes writing and Drafting.

2. Forms of Correspondence and Rules

3. Precise Writing

4. Definitions of different types of letters and orders.

Third Paper

Subject-

1. Bihar Service Code

2. Bihar Pension Rules

3. Bihar Travelling Allowances Rules

4. Bihar Financial Rules

5. Bihar G.P.F. Rules

5. Each Paper shall be of full marks of 100 (one hundred), and for being

successful it shall be necessary to obtain 40 (forty) percent marks. But for the Scheduled

Castes/Scheduled Tribes Candidates only 30 percent marks shall be necessary for being

successful. The medium of examination will be Hindi/English and each paper will be of

three hours duration.

6. Typing and Computer Competency Test.- (1) This test shall also be conducted

by the Board of Revenue. It shall be essential to pass in this test also according to sub-

section (1) of section 12 and proviso to sub-section (3) of section 9 of the Act.

(2) In this test, it shall be necessary to type 300 ( three hundred) words in 10 (ten)

minutes in Hindi @ 30 (thirty) words per minute on typewriter as well as on computer.

To become successful there must not be more that 1-1/2 Percent errors.

7. The next annual increment and eligibility for confirmation shall be determined

on the basis of certificate of Board of Revenue regarding passing in all papers of

Departmental Examination as well as passing of Typing and Computer Competency Test.
