The 19th June 2009

No.-9/Vividh-14-70/2007 Ka.—5884—In exercise of the powers conferred by the

proviso to rule-15 of the Bihar Secretariat Clerical Service Rules, 2006, the State

Government of Bihar (Personnel and Administrative Reforms Department) hereby makes

the following regulations for determination of procedure for testing the ability in typing

and computer according to rule 10(2) of the said Rules.

Short title and commencemt.-

(i)

These Regulations shall be called "The Bihar Secretariat Clerical Service

(Typing and Computer ability test) Regulation, 2009.

(ii)

It shall come into force at once.

Definitions.—In these Regulations, unless the context otherwise requires:-

(i)

"Board of Revenue" means the Board of Revenue of the Government of

Bihar;

(ii)

"Rules"

means

"The

Bihar

Secretariat

Clerical

Service

Rules, 2006'" and

(iii)

Terms and references used in these Regulations but not defined herein,

have the same meaning as defined in The Bihar Secretariat Clerical

Service Rules, 2006.

Ability test in typing and computer for probationer Lower Division Clerks.-

(i)

It shall be necessary to pass ability test in typing on typewriter and

Microsoft Office, Words Proceesing on computer for the purpose of

confirmation of service in Lower Division Clerks grade after completion

of the period on probation and training.

(ii)

For this purpose the test shall be held and conducted by the Board of

Revenue.

(iii) (a) There shall be one paper of 100 marks for testing typing and computer

knowledge. The pass marks for candidates of General and other categories

shall be forty marks and for candidates of Schedule Castes/Scehdule

Tribes shall be thirty marks.

(b) It shall be necessary to type three hundred words in ten minutes at the speed

of thirty words per minute in Hindi on typewriter and computer

sepereately for Lower Division Clerks under probation. There shall not be

more than two per cent errors for the candidates of Scheduled

Castes/Scheduled Tirbes and one & half per cent for the general and other

categories otherwise they shall be declared disqualified.

Ability Test in typing and computer for the candidates automatically included

in Lower Division Clerks Grade.-

(i)

Such Lower Division Clerks who have been deemed to be automatically

included in this service and whose age is less than fifty years on the

appointed day, shall necessarily be required to pass in ability test in typing

on typewriter and Microsoft Office Words Processing on computer under

proviso to rule 7(4) for further increments.

(ii)

For this purpose, the test shall be held and conducted by the Board of

Revenue.

(iii)

(a) There shall be one paper of one hundred marks for typing and

computer knowledge. The pass marks for candidates of General and

other categories shall be forty marks and for candidates of Schedule

Castes/Scehdule Tribes shall be thirty marks.

(b) It shall be necessary to type three hundred words in ten minutes at

the speed of thirty words per minute in Hindi on typewriter and

computer sepereately for such Lower Division Clerks. There shall not

be more than two per cent errors for the candidates of Scheduled
