Section-3 of the Indian Stamp Act, 1899 [as inserted by the Bihar Finance Act, 2001 (Act

No.- 11 of 2002)] the Governor of Bihar is pleased to substitute Article No.-31 of

Shedule-I-A of the Act as follows: —
