Short Term Tender Inviting Notice

BACKGROUND :- Government Of India , Ministry of Health & Family Welfare (Department of ISM

& H) had provided under the centrally sponsored scheme to the State Pharmacy of

Ayurvedic and Unani Medicines , Bihar , Patna, to facilitate procurement of good

quality equipment/machinery installation and proper maintenance . The

procurement of equipment/machinery are processing according to Advisor

(Ayurveda) /Dy.Advisor (Ayurveda)Government Of India, Ministry of Health &

Family Welfare (Department of ISM & H).Letter no. – 17016/7/2002-Dcc (IMS)

DT- 9.07.2002 & DO. NO. Z - 17016/7/2002-Dcc (IMS) DT-23.09.2002

In light of the decision taken by the T.S . Commitee tender is being re- invited from reputed

Machin Manufacturers/Firms or their authorized representative Agencies/Suppliers for procurement of

equipment/machinery for State Pharmacy of Ayurvedic and Unani Medicines,Bihar, Patna.

The list of equipment/machinery are enclosed as Annexure-I.

The detail of technical specification is enclosed as Annexure-II.

Eligibility criteria of Bid

TECHNICAL BID:-

1. Name and address of the agency.

2. A minimum turnover of the manufacturer must be around 1 Crore per year.

3. Audit annual report for the last 3 years.

4. Income tax assessment report for the last 3 years.

5. Certificate of Sale tax Registration.

6. The supplier must attach a user or existing client list for the mentioned equipments with the bid

documents.

7. The supplier must specify the make of the product and its technical data sheet of each machine

with the bid document.

8. The bidder must also attach promoters’ bio data and the certificate of incorporation of company.

9. The Machine Manufacturer/Firm or their authorized agency/supplier,whosoever wins the bid

,will have to ensure the repairment of machines within one week of it’s going “out of order”.

10. Non-conviction certificate issued by the competent authority.

11. Bidder will be required to deposit Rs. 5000/- (five thousand) security/tender money in the form of

Demand Draft in favour of “ Manager , State Pharmacy of Ayurvedic and Unani Medicines ,

Bihar , Patna”.

12. As per the Government`s instructions VAT/CST will be deducted from the supplier`s bill and

deposited to the treasury through challan.

13. The supplier will have to deposit a bank guarantee/warrantee of 2% of the total cost of purchasing

order of the machine equipments as security within 15 days. It should be noted that the

concerned supplier will have to sign an agreement regarding this.The validity of the above said

bank guarantee/warrantee should be up to one year.

14. The supplier will have to install the machine and demonstrate its functioning to the concerned

officers/employees. Also, the supplier will have to make an arrangement for the annual

maintenance of the machine for the next five year after the expiration of the guarantee/warrantee

on them and for this a separate rate should be mentioned.

15. The tender should be computerized and a list of all the documents produced with it should be

enclosed.

16. The supplier will have to ensure the supply and installation of machine as well as

itsdemonstration at their own expenses in the building of,State Pharmacy of Ayurvedic and Unani

Medicines,Bihar, Patna. It should be noted that the payment will be made to the supplier only

after the satisfactory functioning of the machines.

17. The decision of the purchasing committee will be final and all the disputes, if any, will be settled

within the Jurisdiction of the Patna High Court.

18. Those who have already made their bid may also make a bid this time and for this purpose there

is no need to deposit any kind of security/tender money.They have to just mention about the

previous bid.In case they choose not to bid this time,their previous bid will remain valid.

19. The validity of bid rate will be upto one year.

FINANCIAL BID

1. Printed sheet with a landed price (including installation , demonstration and one year

guarranty/warrenty mantainance)/local sale tax/VAT/CST/other applicable taxes and hence got

the final rate will be criteria for determining the lowest quted rate, henceforth known as L1 rate.

2. Annual maintainance rates should be mentioned seperatly for the next five years after the

expiration of the guarranty/warrenty.

Once submitted , no amendements in the bids will be allowed to the bid

SUBMISSION REQUIRMENTS

Interested agency/organization wishing to undertake the above task may submit the tender in a large

envelop marked “Tender bid for procurement of equipment/machineryfor The State Pharmacy of

Ayurvedic and Unani Medicines, Bihar, Patna”. This large will contain two separate seal envelopes

one for their Technical bid marked as cover-A and another for their Financial bid marked as cover-B.

DEADLINE FOR SUBMISSION OF TENDER

The bids in sealed envelope shall be submitted to the “Manager,State Pharmacy of Ayurvedic and

Unani Medicines,Bihar,Patna-800003” on or before the 21st day from the date of publication of this

tender notice,till 5 P.M. only through Registered/Speed-Post.It should be noted that if the last date for

submission of tender falls on a holiday,then the next working day shall be considered as the last date.

The bids shall be opened by the Purchase Committiee on the very next day of the last date for

submission of tender.The bidders or their authorized representatives may be present at that time,if

they desire so.The committee shall open the financial bid of only those bidders whose technical bid

would be found valid.
