No. Astha (Mou)1-601/2006/176/38/IPRD—In exercise of the powers conferred

under the Provison of the Article 309 of the Constitution of India, the Governor of Bihar

hereby makes the following Rules to regulate the mode of recruitment to the posts of the

Additional District Public-relation Officer and the service conditions there of.

Chapter – 1

Preliminary

Short title, extent and commencement – (1) These Rules may be called the

Additional District Public-relation Officers (recruitment and service-conditions)

Rules, 2012.

(2)

It shall extend to whole of the State of Bihar.

(3)

It shall come into force at once.

Definitions – In these Rules, unless there is anything repugnant to the subject or

context:-

(a)

"Governor" means the Governor of Bihar,

(b)

"Government" means the Government of Bihar,

(c)

"Department" means information and Public-relation Department, Bihar,

(d)

"Commission" means Bihar Staff Selection Commission,

(e)

"Cadre" means the cadre of the persons appointed/working to the posts of

Additional district Public-relation Officer,

(f)

"Appointing

Officer"

means

Director,

Information

and

Public-relation

Department; and

(g)

"Merit list" means the list of the candidates recommended by Bihar Staff Selection

Commission.

Chapter-2

General

Strength of the Cadre – The number of posts sanctioned in this cadre is 41 (Forty

one). The State Government may from time to time, posts in this cadre and increase

or decrease these posts as per the need.

Working Jurisdiction : (i) It shall be the State level cadre and the officers of this

cadre may be posted in Directorate, Division, district and sub-division as per order

and instruction of the State Government.

(ii)

They may also be posted by the State Government in the other departments,

autonomous bodies or semi-government institutions as per need.

(iii) In special circumstances if such a need arises they may also be deputed to outside

the state too.

Chapter-3

Recruitment

Sources of recruitment – Save as otherwise provided, the recruitment in this cadre

shall be made in the following manner :-

(i)

By direct recruitment according to rule-6 of these Rules.

(ii)

Appointment by the Limited competitive examination according to rule-7 of these

Rules.

(iii)

Proportion of the appointment by direct recruitment and the limited competitive

Examination.

Out of the total strength in this cadre 50% posts shall be filled by direct

recruitment and 50% by limited competitive examination. The vacancies shall be

calculated on basis of the position on the first April every year and the reservation

category-wise requisition of the vacancies calculated as such shall be made available

to the Commission for appointment by direct recruitment and the limited

competitive examination.

(iv)

The reservation policy as prescribed from time to time by the State Government

(General Administration Department) must be followed in the appointment by direct

recruitment and by the limited competitive examination.

Chapter-4

Direct Recruitment

Appointments by direct recruitment :-

(I)

By publishing an advertisement, the Commission shall receive applications from the

deserving candidates for appointment on basis of the competitive examination in the

basic grade of this service.

(II)

Eligibility : For the appointment in this cadre, the eligibility of the candidates shall

be as follows:-

The candidate must have a bachelor degree or its equivalent degree from a

recognised university and a Diploma in journalism from a recognised university or a

recognised institution.

(III) The minimum age for direct recruitment shall be 21 years and the maximum age

limit shall be same as may be fixed by the State government (General

Administration Department) from time to time.

(IV) Syllabus : There shall be four papers in the written competitive examination

conducted for recruitment :-

(a) Hindi (precis-writing, Hindi to English translation and essay) – 100 marks

(b) English (precis-writing, English to Hindi translation and essay) – 100 marks

(d) Principles of journalism, Transmission of News and editing (Hindi and English) –

100 marks

(V)

The Commission shall prepare a merit-list of the candidates securing minimum 32%

marks, belonging to the Schedules Castes and Tribes and minimum 40% marks,

belonging to the other categories and out of the list so prepared, the Commission

shall recommend such number of the candidates as the number of vacancies have

been requisitioned.

In case any candidate does not join the service, the vacancies shall be carried

forward. The Merit-list shall be valid for one year.

Chapter-5

Appointment by the Limited Competitive Examination

Appointment by the Limited Competitive Examination -

(I)

The Staff of group-C working in the Department e.g. Clerks, Steno typists, Film-

operators, Artists, Photographers etc, who have completed 10 years of service and

whose services are confirmed and are under the age limit prescribed by the State

Government from time to time, shall be eligible to appear in the Limited

Competitive Examination.

(II)

The decision taken by the State Government from time to time regarding reservation

shall also be applicable to the vacancies to be filled by the Limited Competitive

Examination.

(III) The syllabus for the Limited Competitive Examination shall be prescribed by the

State government from time to time.

Chapter-6

Miscellaneous

Departmental Examination – The departmental examination mentioned in

schedule-I shall be essential for the persons appointed from all sources in this cadre

Probation Period - Probation period shall be of two years from the date of direct

recruitment. It may be extended for one year in case of service and performance

being unsatisfactory during the probation period The service and performance being

unsatisfactory even during the extended period the person appointed on probation in

this cadre may be removed from the service.

10.

Training - It shall be essential for every direct recruit to undergo training about the

departmental activities and one month's treasury training during the probation

period. It shall be essential to undergo practical training in the field offices for three

months and in the headquarter for one month. Such training shall not be essential for

the employees appointed through the Limited Competitive Examination.

11.

First increment - The next increment after the first increment shall be admissible

only after successful completion of the examination, as mentioned in the Rule-8, and

treasury training.

12.

Seniority - Under these Rules, Inter se seniority of the persons appointed by direct

recruitment and Limited Competitive Examination shall be determined in order of

merit list recommended by the Commission. The person appointed by the Limited

Competitive Examination in the same transaction shall be senior to the person

appointed by direct recruitment.

13.

Confirmation - The employee appointed by direct recruitment may be confirmed

after satisfactory completion of the probation period and successful completion of

the examination mentioned in the Rule-8 and the training mentioned in Rule-10. The

employee appointed by the limited competitive examination may be confirmed after

being successful in the examination mentioned in the Rule-8.

14.

Removal of doubt - If any doubt arises regarding any provision of these Rules, the

departmental interpretation in this regard shall be final.

15.

Miscellaneous - All working strength of this cadre will be covered under the rules.

The matters or points not covered in these Rules, shall be dealt by the

rules/instructions enforced for the time being for employees of the State

Government.

16.

Repeal and saving – (1) All circulars/instructions issued earlier regarding the

appointment/promotion of Additional district Public Relation Officer shall deemed

to be repealed.

(2) Notwith standing such repeal, anything done or any action taken in exercise of

powers conferred by or under the said circular/instructions, shall deemed to have been done

or taken in exercise of the powers conferred by or under these Rules as of these Rules were

in force on the day on which such thing was done or action taken.

Schedule-I

Courses of study for the Departmental Examination:

(I)

Part 'A' Hindi

(a) There will be only one written examination (in Devnagri script) of two hundred marks.

The period of examination will be of three hours. The division of marks will be as

follows :

(1) Noting – 50

(2) Drafting – 50

(3) Translation – 80

(From Hindi to English – 40 and from English to Hindi – 40)

(4) Sentence correction – 20

The officer securing less than 60% and more than 50% marks will be declared

successful in lower standard and the officers securing 60% or more marks to be declared

successful in higher standard.

(b) There will be a viva voce of 100 marks. The titles of viva voce will be as follows:

(1) Conversation (debate) on a general topic – 40 marks

(2) A test of knowledge of subjects based on technical words and common uses – 40

marks.

(3) Verbal translation into English of a Hindi text and Verbal Translation into Hindi of a

short English text - 20 marks.

(c) To be successful in the viva voce in lower and higher standard one will have to secure

at least 50% and 60% marks respectively. The officer passing separately the written

examination and viva voce with minimum passing marks will be declared successful

both the standard in Hindi.

(II)

Part 'B' Accounts : There shall be two papers of 100 marks each in the Accounts. It

will have only one standard with passing marks of 50 percent. For this the courses of

study will be as follows:

Paper-I-Without book, Duration – 1.30 Hrs.

(a) Introduction of Accounts and Audit, Government of India (Second edition) published

in 1940 by Auditor General of India.

Chapter-6, 7, 8, 9 (Paragraph) from 138 to 164, 170, 179, 187 and 192 (only) 10, 11,

13 to 19 and 27.

(b) Treasury code, volume – I, chapter 1 to 4 and chapter 5 (Part-I, II and III only) paper-

11-with book, Duration-1.30 Hrs.

(a) Bihar Service Code, chapter 4 (Part-1 to 8 only) and 7.

(b) Bihar Travelling Allowances Rules.

(c) Bihar Treasury code – Volume–1

(d) Bihar Pension Rules, chapter-III, VIII (Part-I) X, XI (Part I and II) and XII.

(III)

Part 'C'

Journalism Principles, transmission of news and editing (without book) on

the aforesaid topics there will be a paper of three hours duration with full marks 100.

This examination will be of only one standard with 50 percent passing marks.

Prescribed courses of study for the examination will be as follows:

(Group-1 Principles of Journalism)

(1)

What is Journalism? News, point of view, freedom, transparency and impartiality.

(2)

Qualifications of a journalist, his role in the creation of public opinion and

classification of news.

(3)

Concept of the development of public communication, history and development of

responsible press – and concept of press in respect of daily life.

(4)

Collection of news, guidelines for the responsibilities of a journalist in respect of fair

criticism and publicity/ethics of journalism, press council – its powers and

limitations.

(5)

Freedom of press, freedom of expression limitations of autonomy of the press.

(6)

State versus press.

(7)

Control by self-imposed law.

(Group-2 Transmission of News)

(1)

Art of news writing, to explore the facts of news value, the language of news and

preparation of the frame work of news.

(2)

Functions duties and responsibilities of a journalist.

Identification of news and importance of news.

(4)

Sources and types of news.

(5)

Real transmission of news of general incidents, meetings and press conferences.

(6)

Coverage of state functions and daily political incidents, collection and transmission

of news of the Parliament and State Legislature.

(7)

Discussion on transmission of news by senior special correspondent.

(8)

Collection of news for News agencies (Hindi and English), Doordarshan and

Aakashvani, their working system. Important facts regarding sending and receiving

of news through computer.

(Group-3-Editting)

(1)

Editorial desk and its composition, Duties of sub-editor, news-editor and chief sub-

editor.

(2)

Editing of different types of news.

(3)

The art of news writing, difference between news writing and other write-ups.

(4)

General rule and regulations of the structure of news-paper.

(5)

Title/caption.

(6)

Editorial page and letters to the editor.

(IV)

Part-'D' (Audio-Visual ad)

There will be only one paper of 100 marks. The prescribed duration to answer

the questions is three hours.

The officer securing at least 40 percent marks will be declared passed in

lower standard and those securing 60 percent and more marks will be declared

passed in higher standard.

Question will be selected from the following topics:

(1)

Use of modern audio visual instruments in the present public relation system.

(2)

Structure of Aakashwani and other radio-media and news dispatch.

(3)

Structure, present position and working system of Doordarshan and other T.V.

media.

(4)

Motion picture – Elementary knowledge of film production and elementary

knowledge of the operation of mobile digital still camera and digital video.

Video :– Knowledge of techniques of videography, angle of recording visuals, voice

recording- its working system.

Installation of loud speaker equipments :- Elementary knowledge of setting loud speaker

equipments in a general meeting.

Photography :- Knowledge of using a still camera from different angles.

Installation of an exhibition:- Knowledge of installing and presentation of exhibition in a

decent way. Art of using it in effective way of publicity.
