The 7th February 2014

No. M-4 02/2006(Part)-1309/F.—In exercise of the power conferred under Article

283 (2) of the Constitution of India, the Governor of Bihar is pleased to make the following

code to amend the Bihar Treasury Code, 2011 :-

1. Short title and commencement. - (1) This may be called The Bihar Treasury

(Amendment) Code, 2014.

2. It shall come into force with immediate effect.

"The sanctioning authority shall obtain the utilisation certificate and audited account

from the grantee agency/institution and send it to Accountant General" of Rule 271 shall be

deleted and the existing provision shall be numbered as clause (a) and there after the

following clauses (b),(c), (d), (e) and (f) shall be added :-

"(b) Utilization certificate and audited account from grantee institution by the grant-

in-aid sanctioning authority. He mentioning the certificate regarding receipt of audited

account and to keep the same in his office or certificate regarding exemption from

submitting audited account by the grantee institution on the utilization certificate, shall send

it to Accountant General. If Grantee institution has been exempted from submitting audited

account, it will be essential to mention the name of such accounts and records, on the basis

of examination of which countersignature is being made, on the utilization.

(d) Countersignature on BTC-42A shall be made by the grant-in-aid sanctioning

authority or other officer authorised by him.

(e) Utilization certificate shall be submitted within 18 months from the date of

release of grant-in-aid.

(f) Finance Department may prescribe forms and procedure regarding submission of

utilization certificate according to requirement."

3. The 3^rdparagraph of Rule 272 is substituted with the following :- "The list of

statement showing name of student, name and address of father, class, Roll no., Scheme

name, period, rate of stipend and total amount shall be attached with all BTC-43 bills.
