The 4th March 2014

No. 6/CMT -24/2012 -1374—In compliance of the order of Hon'ble Supreme Court

passed on 10.12.2013 in SLP case no. 25237/2010 and 23984/ 2010, Abhay Singh Vrs.

State of Uttar Pradesh and Union of India , the State Government in exercise of powers

vested in it under proviso (iii) to rule 108(1) of the Central Motor Vehicles Rules, 1989 ,

hereby makes the following amendments in all the earlier notifications issued regarding use

of red/yellow lights and specifies that a vehicle carrying following dignitaries shall be

permitted to use :-

(a) Red light with flasher on the top front of the vehicle while on duty anywhere in

the country:-

Governor

Chief Minister

Former Governor

Chairman, Bihar Legislative Council

Speaker, Bihar Legislative Assembly

Chief Justice , Patna High Court

Lokayukta

Cabinet Ministers

Deputy Chairman, State Planning Board

Former Chief Ministers

Leader of Opposition in the Bihar Legislative

Council

Leader of Opposition in the Bihar Legislative

Assembly

Judges of Patna High Court

Five official vehicles of Finance Department to

carry high dignitaries of Government of India and

other States on their visit to this State.

(b) Red light without flasher on the top front of the vehicle while on duty anywhere

in the country:-

status and privileges to those dignitaries referred to in items (a) and (b) above shall be

entitled to use the red light as per the corresponding privileges.

(d) In future, if the state govt. formally designates any post /office/position

equivalent to the post/office/position as mentioned in para 'a' and 'b' above the Transport

Department with approval of Hon'ble Chief Minister may issue notification regarding use of

red light on the official vehicle of such designated high dignitary.

(e) In case of vehicles fitted with red light on the top front is not carrying the

dignatiries then such red light shall not be used and be convered by a black cover.

(f) All the government vehicles shall have name plates of the department and

monogram of government.

(g) A blinker type red light under cover of the purpule glass shall be used by

ambulance and the vehicles used in emergency services, fire services and police vehicles

escorting /piloting high dignitaries and police vehicles used in law and order duties shall

use blue / multi coloured / white lights.The Transport Department with the approval of

Hon'ble Chief Minister may issue notification regarding the use of blue / multi coloured /

white light on the official vehicle used by any other agency / officer.
