No. 3@fofo/k&1097@13&1133—In exercise of powers conferred by proviso to Article

309 of the Constitution of India, the Governor of Bihar is pleased to make the following

Rules to regulate the recruitment and service conditions to the posts of group ‘D’ at

Departmental/Circle/Divisional level of the Public Health Engineering Department under

the State :-

1. Short title, extent & commencement.— (1) These Rules may be called as Bihar

Public Health Engineering Department Group- ‘D’ at Departmental/ Circle /Divisional level

(Recruitment & Service Conditions) Rules, 2014.

(2) It will extend to the whole State of Bihar. It will apply equally to departmental as

well as muffassil offices.

(3) It will come into force with immediate effect.

2. The Bihar Group-D (Recruitment & Service Conditions) Rules, 2010 (as amended

from time to time) enforced earlier, the following mutatis mutant's of the General

Administration Department, is hereby adopted for the employees of Group 'D' of the Public

Health Engineering Department:-

(a) The following posts shall be included under Group ‘D’:-

(i) Peon

(ii) Key-man-cum-Watchman

(iii) Khalashi

(iv) Laboratory Attendant/Helper

(b) For recruitment on the posts of Peon, the Appointing Authority shall be the

following :-

(i) Engineer-in-Chief-Cum-Special Secretary at Departmental level,

(ii) Superintending Engineer at Circle level, and

(iii) Executive Engineer at Divisional level;

Power of the appointing authority shall not be delegated in any case.

Attendant are in the Divisional cadre, the Executive Engineer shall be their Appointing

Authority.
