No. Stha 01-12/2013-581/Ra.—In exercise of the power conferred by the proviso of

the Article-309 of the Constitution of India, the Governor of Bihar hereby makes the

following Rules to regulate the method of recruitment in the Rajbhasha Cadre of the

Department of Cabinet Secretariat (Rajbhasha), Government of Bihar :-

1. Short title, extent & commencement. - (1) These Rules may be called "Bihar

Divisional Rajbhasha Cadre Rules, 2014."

(2) It shall extend to all divisional Rajbhasha offices of Bihar State.

(3)

It shall come into force at once.

2. Definition. - In these Rules, unless otherwise requires in the context -

(a) "Department" means Cabinet Secretariat (Rajbhasha) Department.

(b) "Rules" means the Bihar Divisional Rajbhasha Cadre Rules, 2014;

(c)

"Commission" means, The Bihar Public Service Commission or The Bihar

Staff Selection Commission, as the case may be;

(d) "Government" means the Government of Bihar;

(e)

"Governor" means the Governor of Bihar;

(f)

"Controlling

means

(g)

"Appointing Authority" means the Director with reference to non-

gazzetted posts and the Governor with reference to gazzetted posts.

3. Constitution of Cadre.- (1) There shall be following categories of posts in the

cadre–

(2) The posts already sanctioned in the cadre shall be deemed to be included

automatically in this cadre and the cadre strength may be changed by the Government as per

needs. The pay scale of the above posts shall be the same as may be determined by the

Government from time to time.

4. Sources of Recruitment. – Direct Recruitment.

5. Reservation. – The provisions of reservation/roster determined by the state

Government, from time to time shall be applicable to the appointments in the different

categories of the cadre.

6. Qualifications. – (1) The essential qualifications for the post of Divisional

Rajbhasha Instructor shall be B.A.Hons.(Hindi) or M.A.(Hindi). Knowledge of simple

English shall be required as well.

(2) The essential qualifications for the post of Assistant Rajbhasha Instructor shall be

Intermediate Pass with Hindi Subject. Knowledge of simple English shall be required as

well.

(3) The essential qualifications for the post of Instructor (Shorthand) shall be

Intermediate Pass or equivalent and the speed of shorthand shall be 80 words per minute and

the speed of Hindi Typing and Computer Typing be 30 words per minute and the speed of

English Typing and Computer Typing shall be 35 words per minute.

(4) The essential qualifications for the post of Assistant Instructor shall be

Intermediate Pass or equivalent and the speed of Hindi Typing and Computer Typing be 30

words per minute and the speed of English Typing and Computer Typing shall be 35 words

per minute.

(5) The essential qualifications for the post of Typist-cum-clerk shall be Intermediate

Pass or equivalent and the speed of Hindi Typing and Computer Typing be 30 words per

minute and the speed of English Typing and Computer Typing shall be 35 words per

minute.

7. Procedure of Appointment. –(1) The Administrative Department shall send

requisition to the Commission providing information on the basis of vacancies for

appointment of the said posts.

(2) The Commission shall conduct the written examination in conformity with the

requisition and make available its recommendation by preparing merit list of selected

candidates on the basis of Shorthand and Typing Test, as may be necessary.

(3) The minimum age limit for appointment shall be 18 years and the maximum shall

be the same as may be determined by the State Government, from time to time.

(4) The syllabus and qualifying marks of Written Examination shall be determined

by the Commission in consultation with the department.

8. Probation Period. - Candidates appointed to the different posts of the cadre shall

have to remain on probation period of two years. They will be eligible for confirmation on

satisfactory service and conduct during probation period.

9. Confirmation. – The candidates may be confirmed after satisfactory completion

of the probation period and passing in the Departmental Examination and Computer Ability

Test.

10. Determination of seniority. – The inter se seniority of the members appointed

to the said posts shall be determined as per the position in the merit list prepared and

recommended on the basis of Competitive Examination conducted by the Staff Selection

Commission.

11. Miscellaneous matters.- Except as provided by these Rules, salary (which

includes pay fixation also), allowances, leave, retirement benefits and other service

conditions of the person appointed in any category in the cadre shall be regulated by general

rules or orders for the time being in force for this purposes.

12. Power to remove difficulties. - If the State Government is satisfied that any

such difficulty has arisen in the implementation of any provision of these Rules and its

removal is essential and expedient, it may, by notification which is not in consistent with the

provisions of these rules, remove such difficulty.

13. Saving and Repeal.- (1) All orders/resolutions/notifications etc. issued

previously for the cadre are hereby repealed.

(2) Notwithstanding such repeal, anything done or any action taken under the said

orders/resolutions/notifications etc. shall be deemed to be done or taken under these rules as

it were enforced at that time.
