No. 1@LFkk0¼ys0ls0½&02@14&12371@fo0—In exercise of the powers conferred by proviso to

Article 309 of the Constitution of India the Government of Bihar is hereby pleased to make the

following rules to amend the Bihar Accounts Service Rules, 2000 (Amended from time to time) :–

1. Short title, extent and commencement.–(1) These rules may be called the Bihar

Accounts Service (Amendment) Rules, 2014

(2) It shall extend to the whole of the State of Bihar.

(3) It shall come into force at once.

2. Rule-11 of the said Rules, 2000 shall be substituted by the following .–

"11-Direct Recruitment – The commission shall advertise the vacancies to fill the vacancies

by direct recruitment through the Competitive Examination and shall obtained applications from

eligible candidates for appointment in the service. It will be essential for candidates for the

appointment to the basic post under the Bihar Accounts Service to have Bachelor's degree in

Commerce, Economics, Mathematics or Statistics from a recognized University and in the main

examination, it will be compulsory for candidates to take one of the said subjects as optional subject.

Finance Department may take dicision to fill up the 50% posts of Internal Financial Advisors by the

persons having particular qualification by direct recruitment. Such appointments shall be made by

the commission from the selected candidates only on the basis of interview."

3. Rule-14 of the said Rules, 2000 shall be substituted by the following .–

"14-Viva-Voce Test – Double Candidates in number of the vacancies selected on the basis

of marks obtained in the written examination shall be invited by the commission to appear in the

Viva-Voce Test and accordingly marks of Viva-Voce Test shall also be fixed."

4. Rule-15 of the said Rules, 2000 shall be substituted by the following .–

"15-Recommendation of candidates by the Commission – The Commission shall prepare a

merit list on the basis of marks obtained in the written examination and viva-voce test. The

commission shall recommend such number of candidates from the list so prepared, as to the the

Government as reported. In case of non-joining of any candidate or increase in vacancies, the

recommendation of candidates may be made from the merit list (panel), within a year or till the

further advertisement whichever is earlier."
