No. Sa.Pra. 11/2012 B.S.A.-385—In exercise of the powers conferred under Article

309 of the Constitution of India, the Governor of Bihar is pleased to make the following

rules for regulating the process of recruitment and condition of service to the sanctioned

post of Reprographist, Bihar State Archives Directorate:-

Short title, extent and commencement .- (1) These Regulation may be called the

"Bihar State Archives Reprographist (Appointment and service conditions)

Rules, 2014"

It shall extend to whole of the State of Bihar.

(3)

It shall come into force at once.

Definitions.- In these Rules, Unless otherwise requires in the context :-

(i) "State Government" means the Government of Bihar ;

(ii) "Commission" means Bihar Staff Selection Commission;

(iii) "Department" means Cabinet Secretariat Department; and

(iv) "Appointing Authority" means Principal Secretary/Secretary, Cabinet Secretariat

Department.

Constitution of Cadre. - This cadre shall include the post of Reprographist pay

scale of which will be such as may determined by the State Government (Finance

Department).

Cadre Strength.- The cadre strength of this category of this cadre shall be such as

may determined by the State Government from time to time. Cadre strength may be

changed by the State Government.

Recruitment.- Educational qualification for the post - (a) Post graduate with atleast

in second class in Physics/Chemistry Science.

(b) Two years work experience as a Reprographist either in National Archives of

India or any other Government Institution.

selection 90 marks will be for educational qualification and 10 marks for interview.

Marks of educational qualification shall be determined on the following process:-

Percentage of marks obtained by any applicants in the Post Graduate examination of

Physics/Chemistry Science shall be multiplied by 0.9 to determine his educational

qualification. For example- if a candidate has 50% marks then for educational

qualification he will be given 50x0.9= 45 marks.

Qualification. - Qualification for appointment to the post of Reprographist shall be

according to Rule 5.

Reservation.- The provisions of Reservation Act and Reservation roaster prescribed

by the State Government, from time to time will be applicable in the appointment to

the post of Reprographist .

Probation Period.- Probation period will be of two years after the appointment to

the post of Reprographist. If the service is not found satisfactory during probation

period, It may be extended for one year. If the service is not found satisfactory even

during the extended period, the person concerned may be removed from service

without any notice.

Training. - Training in reprography from National Archives of India during the

period of probation after appointment.

10.

Departmental Exam and Syllabus.- It will be compulsory for the Reprographist to

pass in Hindi Noting and Drafting Examination conducted by the Raj Bhasha

Department. However the Accounts exam won't be necessary.

11.

Confirmation.- The personnel appointed to the post of Reprographist may be

confirm in service by 'Appointing authority' after completion of probation period and

passing the essential training exam determined for the post.

12.

Determination of Seniority in the Category.- Seniority will be determined on the

merit list recommended by the Commission.

13.

Residuary Matters.- The matters points for which provisions have not been made in

these Rules in respect of them the provisions of relevant Rules of State Government

will be deemed to be applicable.

14.

Removal of difficulties.- If any difficulty arises in the implementation of the

provisions of these Rules, the Department may remove such difficulties in

consultation with the Law Department subject to the provisions of these Rules.

Interpretations.- The Department will be competent for interpretations of any

provision of these Rules after in consultation with Law Department, and its decision

shall be final.

16.

Repeal & Saving.- (1) All Rules, Resolutions and Circulars etc. issued earlier with

respect to this cadre are hereby repealed.

(2) Notwithstanding such repeal, any thing done or any action taken under the Rules.

Resolutions and Circulars will be deemed to be done or taken under these Rule as if

it were come into force on the day on which such thing was done or such action was

taken.
