The 23^rd August 2015/1^st September 2015

S.O. 203, dated the 3^rd September 2015— Whereas in exercise of powers conferred

under section 3(1) of the Commissions of Inquiry Act, 1952 (No. 60, 1952), the Government

of Bihar is of the opinion that it is necessary to appoint a Commission of Inquiry for the

purpose of inquiring into the lift trapped incident occurred in the light of 21.8.2015 at

Government Guest House, Patna.

Now, therefore, the Governor of Bihar is pleased to constitute a Commission of

Inquiry under the Chairmanship of Sri Shishir Sinha, Principal Secretary, Cabinet

Secretariat Department. Dr. Deepak Prasad, Principal Secretary, Building Construction

Department shall be the Member-Secretary of the Commission and Sri Pratyay Amrit,

Secretary, Energy Department and Sri Sunil Kumar, Additional Director General of Police

(Headquarter) shall be the member of this commission.

The Commission shall have the following terms of reference:-

i. To inquire into the causes of trapping of the lift.

ii. To suggest necessary measure for preventing the recurrence of such incident

in future.

3. The Governor of Bihar is further pleased to exercise powers conferred by sub

section (1) of section 5 of the said Act to direct that all the provisions of sub section (2) (3)

(4) and (5) of section (5) of the said Act shall apply to this Commission.

4. The Commission shall submit its report to the government within one month from

the date of this notification.
