conferred under section 3 of the Commissions of Inquiry Act, 1952 (No. 60 of 1952), the
Government of Bihar is of the opinion that it is necessary to appoint a Commission of
Inquiry for the purpose of inquiring into the incidents that took place as a consequence of
the accident in a house involving a pick up van on 17.11.2015 in the village Agarpur under
Police Station Lalganj of Vaishali District, and subsequently on 18.11.2015 after arson by
local villagers involving the house of the pick up van driver and others leading to serious
law & order problem and stone pelting, in which serious injuries were caused to the O.P. In-
charge of Belsar and other police men, resulting in police firing.
Now, therefore, the Governor of Bihar is pleased to constitute a Commission of
Inquiry under the Chairmanship of Sri Prem Singh Meena, IAS, Inspector General, Jail and
Correctional Services, Bihar and Sri Sunil Kumar, IPS, Inspector General (Budget and
Appeal), Bihar as member of this Commission.
2. The Commission shall have the following terms of reference:-
(i)
The Commission shall inquire into the causes of the entire incident, and
(ii)
To suggest necessary measures for preventing the recurrence of such
incidents in future.
3. This Commission shall have powers conferred by sub-sections (2), (3), (4) and (5)
of Section 5 of The Commissions of Inquiry Act, 1952.
4. The Commission shall submit its report to the Government within one month
from the date of this notification.
