The 26^th September 2016

No. Ji.Sa.Ka-10/2015/1355—In the exercise of the powers conferred under section

30(1) of the Registration of Births and Deaths Act, 1969, the Government of Bihar, with

approval of the Central Government, hereby, makes the following rules to amend the Bihar

Registration of Births and Deaths Rules, 1999:-

1. Short title, extent and commencement:-

(1) These Rules may be called the Bihar Registration of Births and Deaths

(Amendment) Rules, 2015.

(2) It shall extend to the whole of the state of the Bihar.

(3) It shall come into force from the date of its publication in the official gazette.

2. Amendments in Form-1, Form-2 and Form-3 mentioned in sub-rule (1) of

Rule 5 of the said Rules:-

(1) The words ßUID No. of father (if any)Þ below the name of father in Sl. No. 4

and the words ßUID No. of mother (if any)Þ below the name of mother in Sl.

No. 5 of Birth Report [Form-1] shall be added respectively.

(2) The words ßUID No. of deceased (if any) Þ below the name of the Deceased in

sl. No.2 shall be added and the words "father/husband name in Sl.No.3(a)

the words shall be substituted by the words the "name of the father" and

"UID No. of the father (if any) " and the words " UID No. of mother (if

any)" below the name of the mother in Sl.No.3(b) and the name of husband /

wife & "UID No. of husband / wife (if any)" shall be added below the name

of the husband/wife in Death Report [Form-2].

The words ß UID No. of Father (if any)Þ below the name of father in Sl. No. 3

and the words ßUID No. of mother (if any)Þ below the name of mother in Sl.

No. 4 shall be added in the Still-Birth Report [Form-3].

3. Amendments in Form-5 and Form-6 mentioned in sub-rule (1) of Rule 8 of

the said Rules, 1999:-

(1) The words ßUID No. of the Mother (if any)Þ below the name of mother and the

words ßUID No of the Father (if any)Þ below the name of father shall be

added in Birth Certificate [Form-5] respectively.

(2) The words ßUID No. of the deceased (if any)Þ below the name of the deceased

and the words ßUID No. of the Mother (if any)Þ below the name of the mother

shall be added and the words ßfather/husband nameÞ shall be substituted by

the words Name of the father and UID No. of the father (if any)Þ and the

words ß name of husband/wife & UID No. of husband/wife (if any)Þ, below

the name of the husband/wife shall be added in Death Certificate [Form-6].

4. Amendments in Form-1A mentioned in Bihar Registration of Births and

Deaths (Amendment) Rules, 2012 which is based on sub-rule (1) of Rule 5 of the Bihar

Births and Deaths Rules, 1999:-

The words "UID No. of the mother (if any)" below the name of the mother

(if known) in Sl. No.-4, the words "UID No. of the father (if any)" below

the name of the father (if known) in Sl. No.-5, the words "UID No. of the

adoptive mother (if any)" below the name of the adoptive mother in Sl. No.-

7 and the words "UID No. of the adoptive father (if any)" below the name of

the adoptive father in Sl. No.-8, shall be added in Form- 1A (BIRTH

REPORT FOR ADOPTED CHILD).

5. Inclusion of an option of Transgender against Sex column in birth and death

record:-

As per recommendation by the Ministry of Social Justice & empowerment the RGI,

New Delhi issued a circular (letter no. 1/7/2014-VS(CRS)(Part)-176) dated 16.12.2015.

According to the above circular to revise the birth, death and still birth reporting forms (No.

1, 2 & 3) and an option against column Sex (Enter Male/Female/Transgender). Similarly in

birth and death certificate format i.e. form No. 5 & 6, the Sex as mentioned in respective

reporting form should be entered against column Sex in the relevant certificate.
