“Safai Doot” for every 250 houses in densely populated areas, 200
houses in medium density areas and 125 houses in scattered areas.
However, the Urban Local Body may deploy more or less number of
“Safai Doots” depending on the behaviour of the citizens and the
requirement. These “Safai Doots” may be deployed with one tricycle

to make such arrangements, they can hand it over to the Urban Local
Body/ agency authorized by the Urban Local Body by giving such user
fees as prescribed in Schedule-I to these bye-laws.
(xi)
To make optimum use of bio-degradable waste from fruits and
vegetable markets, meat and fish markets, bulk horticulture and garden
waste and to minimize the cost of collection and transportation, such
waste shall be processed or treated within the area where waste is

unhealthy/unhygienic atmosphere around it. The following criteria shall be adhered to while
establishing and maintaining the storage facilities:
(i)
The secondary storage facilities shall be created and established keeping
in mind the amount of waste generated and the population density in the
specified area but there shall be a distance of minimum 500 meters

CHAPTER VI
SOLID WASTE PROCESSING
9. Processing of Solid Waste.— Municipal Solid Waste is a good resource for
producing useful materials such as compost, energy and fuel. Different techniques can be
adopted to convert the Municipal Solid Waste to useful materials. This will not only convert
the waste to valuable products but will also reduce the quantity of waste that needs to be
disposed of.
(i)
Nagar Parishad Phulwari Sharif shall facilitate the construction, operation
and maintenance of solid waste processing facilities and associated
infrastructure on its own or through any agency as per the prescribed rules for
optimum utilisation of various components of solid waste by adopting
suitable technologies such as aerobic composting, vermi-composting,
mechanical composting, bio-methanation, waste to energy or any other
approved process prescribed from time to time by the Government.
(ii) To minimise transportation cost and environmental impacts, preference shall
be given to decentralised processing such as bio-methanation, aerobic
composting, vermi-composting, anaerobic digestion or any other appropriate
processing for bio-stabilisation of biodegradable waste.
(iii) The non-biodegradable waste shall be sorted and segregated into different
streams such as recyclable, combustible, inert etc. at the Material Recovery
Facilities (MRF). The combustible and inert waste can be sent to the nearby
cement plants for co-processing in cement kilns and the recyclables can
directly sent to the recycling units through waste pickers or kabadiwallas.
(iv) The non-biodegradable waste which cannot be recycled and has calorific
value exceeding 1500 kcal/kg shall be used for co-processing, waste to
energy process including Refused Derived Fuel (RDF) for combustible
fraction of waste or can also be supplied as feedstock to solid waste based
power plants or cement kilns.
(v)
The construction and demolition waste shall be processed in accordance with
the provisions of Construction and Demolition Waste Management Rules
2016.
(vi) The inert waste and rejects from processing of solid waste shall be disposed
of in sanitary landfill facilities. The Urban Local Body shall aim to send less
than 10 percent waste to the landfill and gradually the Urban Local Body
shall try to achieve zero waste going to sanitary landfill facility.
(vii) The Urban Local Body shall ensure that recyclables such as paper, plastic,
metal, glass, textiles etc. go to authorized recyclers.
(viii) All industrial units using fuel and located within one hundred km from a
solid waste based Refused Derived Fuel (RDF) plant shall make
arrangements to replace at least five percent of their fuel requirement by
Refused Derived Fuel (RDF) so produced.
(ix) Nagar Parishad Phulwari Sharif shall ensure that the statutory approvals/
authorisations required from the Ministry of Environment, Forest and
Climate Change/Central Pollution Control Board/State Pollution Control
Board/State Environment Impact Assessment Authority are taken as and
when required while starting processing of solid waste as per the provisions
of the Solid Waste Management Rules, 2016.

The landfill site should be identified in accordance to the provisions
prescribed in Solid Waste Management Rules, 2016.
(2) The landfill site shall be large enough to last for at least 20-25 years. To
reduce the requirement of valuable land for landfill, efforts shall be
made to reduce the municipal solid waste by recycling useful material,
converting biodegradable waste into compost/energy etc.
(3) Disposal of waste for a group of cities and towns may be carried out
through establishment of Regional Sanitary Landfill facility, so that
more quantity of waste can be disposed of on less area of land as
compared to individual land fill site. The towns within a distance of 50
Km (or more) from the location of Regional Landfill facility may form a
Regional Landfill Management Society. The chairman of the society
shall be the Chief Municipal Officer of the largest populated town while
the Chief Municipal Officers of other member towns shall be the
member of the society.
(4) The landfill or Regional Landfill shall be developed in compliance of
Solid Waste Management Rules, 2016. The landfill site shall be at least
100 meter away from river, 200 meter from a pond, 200 meter from
highways, habitations, public parks and water supply wells and 20 km
away from Airports or Airbase. However, in special cases, landfill site
may be set up within a distance of 10 and 20 km away from the
Airport/Airbase after obtaining no objection certificate from the Civil
Aviation Authority/Air Force as the case may be. The landfill site shall
not be permitted within the flood plains as recorded for the last 100
years, zone of coastal regulation, wetland, critical habitat areas, and
sensitive eco -fragile areas.
(5) Nagar Parishad Phulwari Sharif shall not dump the municipal waste on
road side or on open vacant land within the municipal area. The Urban
Local Body or Regional Landfill Management Society shall obtain
necessary clearance from State Pollution Control Board (SPCB) and
appraisal from State Environmental Impact Assessment Authority
(SEIAA) prior to development of Landfill site/Regional Landfill site.
