the Constitution of India, the Governor of Bihar is pleased to make the following Rules to amend The

Bihar Industrial Training Service Rules, 2009 :-

1. Short title, extent and commencement:-

(1) These Rules may be called “THE BIHAR INDUSTRIAL TRAINING SERVICE

(Amendment) RULES 2020”

(2) It shall extent to the whole of the State of Bihar

(3) It shall come into force on the date of publication in the official gazette.

2. Substitution of Sub-Rule (a) of Rule 4 of part- 1 of the Bihar Industrial training Service

Rules 2009- Sub-Rule (a) of Rule 4 of part- 1 of the said Rules, 2009 shall be substituted by the

3. Substitution of Sub-Rule (a) of Rule 9 of part- 2 of the Bihar Industrial training

Service Rules 2009.- Sub-Rule (a) of Rule 9 of part- 2 of the said Rules 2009 shall be substituted by

the following:-

“ Process of Appointment to the post of vice Principal and Equivalent .-

75 percent posts of vice Principal and equivalent level shall be filled by direct

recruitment. The remaining 25% posts will be filled by Promotion of the Group

Instructors of the Bihar Industrial Training Instructor Cadre, who are holding the required

educational qualifications on the basis of seniority and the recommendation of the

Departmental Promotion Committee Constituted for this purpose.

Requisition for vacancy through direct recruitment will be sent to Bihar Public

Service Commission and Commission will be published advertisement to invite

application. Commission shall be published merit list on the basis on marks obtained in

written examination and marks obtained in educational qualification, special qualification

and interview as mentioned below:-

(a)

Written exam:- Pattern of written exam shall be decided by Bihar Public

Service Commission.

(b)

Educational Qualification, Special Qualification and Interview:- Total marks

in educational qualification, special qualification and interview wil be 100

marks, division of marks shall be mentioned below:-

Minimum Essential qualifications (Total-40 Marks):- Total marks for required

minimum qualification i.e Degree in engineering or Equivalent is 40 marks.

Calculation of Academic marks will be decided by total percentage of marks

multiplied by 0.4. As example if any candidate got total 80% marks then the

academic marks will be 80x0.4=32. But the conversion of Cumulative Grade

Point Average (CGPA) marks in to percentage will be decided by multiplying

by 10 where maximum CGPA=10.

Special Qualification (M.Tech) (Total-20 Marks) :- Total marks for special

qualification is 40 marks. Calculation of Academic marks will be decided by

total percentage of marks multiplied by 0.2. For as example if any candidate got

total 80% marks then the academic marks will be 80x0.2=16. But the

Work Experience or teaching experience (Total-10 Marks) :-

(1) Besides minimum educational qualification or special qualification if any

candidate have working experience in a factory where minimum working

strength is 400 will be given 05 marks for minimum one year experience

and 10 marks for two or more than two year experiences.

(2) Besides minimum educational qualification or special qualification if any

candidate have teaching experience in a recognized technical teaching

institution will be given 05 marks for minimum one year experience and 10

marks for two or more than two year experiences.

05 marks for minimum one year teaching experience in technical

education institutions, maximum 10 marks for two year experiences.

●

Teaching experience after Special qualification i.e M.Tech will be

additional to minimum essential qualification mentioned in Para (i).

Maximum 10 marks will be given in any condition having work

experience or teaching experience.

Interview (total-10 marks):- Total marks for interview will be 30 marks.

4. Substitution of rule 14 of part 2 of Bihar Industrial Training Rules, 2009- Rule 14 of

part 2 of the said Rules 2009 shall be substituted by the following :-

“Technical Expert for Interview.- The Commission will consider all the

applications, but will call for interview only such candidates whom it after the result of

the Written Competition Examination, may Consider suitable after the written

examination as per the Rules. The technical expert, whom the Government nominates

for this Purpose will participate in the interview. In addition to it the Commission may

also appoint itself a technical expert.”

5. substitution of rule 21 of part 3 of Bihar Industrial Rules, 2009.- Rule 21 of Part 3 of the

said Rule, 2009 shall be substituted by the following :-

“Promotion to the posts of Joint Director (Training) will be given to the post

holder of Deputy Director (Training) and officials of equivalent level. Similarly,

promotion to the post of Deputy Director (Training) and equivalent level will be given

to the Principal and equivalent level holders and to post of Principal and equivalent level

posts to the Vice principal and equivalent level post holders. The 25% posts of the Vice

principal and equivalent will be filled by Promotion of the Group Instructors of the

Bihar Industrial Training Instructor Cadre, who are holding the required educational

qualifications mention in Sub-Rule (a) of Rule 4 of part- 1 of the rules on the basis of

seniority. ”

6. Substitution of Rule 23 of part 3 of Bihar Industrial Training Rules, 2009.- Rule 23 of

part 3 of the said Rule, 2009 shall be substituted by the following :-

“Constitution of Departmental Promotion Committee will be communicated by

the Department by separate order.”

7. Substitution of rule 24 of Part 3 of Bihar Industrial Training Rules, 2009.- Rule 24 of

part 3 of the said Rule 2009 shall be substituted by the following.-

“Instructions issued from time to time by the State Government (Finance

Department) relating to pay scale shall apply.”

8. Substitution of rule 27 of Part 3 of Bihar Industrial Training Rules, 2009.- Rule 27 of

part 3 of the said Rule 2009 shall be substituted by the following.-

“Probation Period.—Appointment against the basic vacancy either by direct appointment or

by promotion , will be considered on probation . this period shall be of two years. If

appointing authority may find proper, they may extend probation period to mention written

reasons. Unsatisfactory service during extended probation period may be removal from the

service of individual and no claim against that will be valid.

Departmental exam.—Passing in departmental examination will be essential for service

confirmation of officer appointment against the basic post of Bihar Industrial Training

Service. Determination of subjects, syllabus and process of examination will be decided by

Central Examination Committee, Revenue Board, Bihar, Patna.

Treasury training.—One month treasury training will be given to officer appointment

against the basic post of Bihar Industrial Training Service. Treasury training will be essential

for confirmation of service.

Service Confirmation.—Service will be confirmed after satisfactory probation period

completing treasury training and passing required departmental examination.”
