BIHAR BUILDING CONSTRUCTION DEPARTMENT SUBORDINATE
ENGINEERING (ELECTRICAL) CADRE RECRUITMENT (amendment) RULES-2021
No-Building-03/Estt.-A.-07/2016-2415(BH)—In exercise of the powers conferred
under the proviso to Article-309 of the Constitution of India, the Governor of Bihar is hereby
pleased to make the following Rules to amend the Bihar Building Construction Department
Subordinate Engineering (Electrical) cadre Recruitment Rules 2017:-
1. Short title, extent & Commencement.—
(1) These Rules may be called the ''BIHAR BUILDING CONSTRUCTION
DEPARTMENT
SUBORDINATE
ENGINEERING
(ELECTRICAL)
CADRE RECRUITMENT (amendment) RULES-2021''
(2) It shall extend to the whole of the State of Bihar.
(3) It shall come in force at once.
2. Substitution of Rule-2(iv) of BIHAR BUILDING CONSTRUCTION DEPARTMENT
SUBORDINATE ENGINEERING (ELECTRICAL) CADRE RECRUITMENT RULES-2017.—
Rule-2(iv) of the said rules shall be substituted by the following :-
"(iv) Commission means The Bihar Technical Service Commission."
3. Substitution of Rule-10(1) & (2) and insertion of Rule-10(4) of BIHAR BUILDING
CONSTRUCTION DEPARTMENT SUBORDINATE ENGINEERING (ELECTRICAL) CADRE
RECRUITMENT RULES-2017.— Rule-10(1) & (2) of the said rules shall be substituted and
Rule-10(4) be inserted by the following:-
"10. Procedure of Selection- (1) Selection for the posts of Junior Engineer
(Electrical) basic category of this cadre, shall be made by the Commission on the basis
of percentage of marks obtained in Diploma or equivalent qualification. Candidates
having experience of working on the post of Junior Engineer (Electrical) on contract
basis
under
the
Government
of
Bihar
or
in
any
Undertaking/
Body/
Corporation/Entity/Authority/ Autonomous Body under the Government of Bihar, who
fulfil the essential qualifications for the recruitment in this cadre, shall be given
preference by giving additional marks according to sub rule (2) (b) of this Rule.
(2) Merit list of Candidates shall be prepared on the following basis:-
Full Marks
(a) On the basis of percentage of marks obtained in
Diploma (Electrical) or equivalent qualification -
75
(b) Maximum weightage for the working experience on
contract basis -
(The weightage of per working year shall be 5 marks
subject to the maximum limit of 25 marks. For any
fraction
of
year
of
working
experience,
the
proportionate weightage, the marks shall be calculated

by multiplying the number of working days by 5 and
dividing it by 365) .
Total -
100 Marks"
" (4) Appointment of the Electrical Diploma holder candidates as
Junior Engineer (Electrical) shall be made in the following manner:-
(a) As per Rule-5 of these rules, reservation category wise, 40% posts of
total vacant posts shall be reserved for Electrical Diploma holder
candidates from the Government Polytechnic Institutes under the
State which will be filled up on the basis of Merit list prepared
reservation category wise under the determined procedure by Rule
10(2).
(b) Remaining vacant post shall be filled on the basis of merit list
prepared reservation category wise under the determined procedure in
Rule-10(2) as per eligibilities/qualifications mentioned in Rule-
9(1)(ii).
(c) After filing vacant posts of para-(b) through general procedure, the
remaining reserved posts of para-(a) on the basis of merit list in
category wise merit-order, by selection, of candidates passing from
the Government Polytechnics of the State."
4. Substitution of Rule-11 of BIHAR BUILDING CONSTRUCTION DEPARTMENT
SUBORDINATE ENGINEERING (ELECTRICAL) CADRE RECRUITMENT RULES-2017 .—
Rule-11 of the said rules shall be substituted by the following :-
"11. The Commission shall prepare final merit-list of selected
candidates according to Rule-10 and shall recommend it to the Government for
appointment. The panel of candidates recommended by the Commission shall be
valid for one year."
