No.- 15/Kha-48-02/2021/1581(15151515) In exercise of Powers conferred by Proviso to
Article 309 of the Constitution of India, the Governor of Bihar, is hereby pleased to make
the following rules to amend “Bihar Food Safety Service Rules, 2014 :-
1. Short title, extent and commencement :— (i) These Rules may be called as the
“Bihar Food Safety Service (Amendment) Rules, 2021”.
(2) It shall extend to the whole of the State of Bihar.
(3) It shall come into force from the date of the publication in the official gazette.
2. Amendment in Rule-6 of Food Safety Service Rules, 2014,:
(1) In the process of recruitment Rule 6 of the said Rules, 2014, Clause-II of
Column-5 of Section-I of Appendix-1 relating to the qualification for direct recruitment to
the post of Food Safety Officer, shall be substituted by the following and Clause- iv shall be
added.
Clause-II- ‘’ Successfully completed training from any institute/ institution duly
approved by the Food Authority for the purpose of training. Training will not be mandatory
at the time of selection of the candidate, but training will be mandatory before making
appointment to the post of Food Safety Officer. During probation period, the arrangements
will be made by the State Government for providing training to the selected candidates.’’
Clause-IV-Provided that no person shall be appointed to the post of Food Safety
Officer under these rules who have any financial interest in manufacture, import and sale of
any article of food. It will be mandatory to submit an affidavit to this effect by the
applicant.

3. Substitution of proviso to Rule 13 of Bihar Food Safety Service Rules, 2014
proviso to Rule 13 of the said Rules, 2014 and shall be substituted by the following:-
‘’ Provided that the meeting of the Departmental Promotion Committee/Screening
Committee for granting promotion / assured financial up-gradation on the posts of
maximum grade pay of Food Safety Cadre /Food Analyst Cadre, will be presided as per
updated circular issued from time to time by the General Administration Department.’’
