Resolution

The 03^rd March, 2023

Subject: - Agreement with National Centre for Atmospheric Research, USA (NCAR-

USA) for developing Fog and Cold Wave Early Warning System in Bihar and

for payment of an estimated US $ 50,000.00 (Fifty Thousand US Dollars) for

obtaining technical support.

A state level institution called “Bihar Mausam Sewa Kendra” has been

established by Bihar Mausam Sewa Kendra Society for the purpose of weather

related data collection, analysis, forecasting and dissemination of information.

A Model for generating Fog and Cold wave early warning in Bihar has

been proposed to be developed with the technical support from National Centre

for Atmospheric Research, USA.

An agreement will be signed between Bihar Mausam Sewa Kendra

(Planning and Development Department, Bihar) and of National Centre for

Atmospheric Research, USA for developing the above model and for necessary

technical cooperation.

Implementation and monitoring of this scheme will be done through

Bihar Mausam Sewa Kendra. On behalf of BMSK, the Director, Directorate of

Economics and statistics, Bihar, Patna and Director Bihar Mausam Sewa Kendra-

Cum-Member Secretary, Executive Committee, Bihar Mausam Sewa Kendra,

Society will be signing the above agreement.

The said forecast will also be made available to the Departments of the

State Government like Disaster management, Agriculture, Transport, Home etc. and

district/block level offices, so that they can also use it in their domain.

Proposed expenditure under Demand number-35, Major Head - 3454 -

Census Survey and Statistics, Sub Major Head - 02 - Survey and Statistics, Minor

Head - 205 - State Statistical Agency related to the expenditure on Bihar Mausam

Sewa Kendra, will be split under the budget provision of subhead 0102 India

Statistics Strengthening Project, Bill code-35-3454022050102. The said amount will

be spent through PL account of Bihar Mausam Sewa Kendra Society.

This proposal has been approved by the State Cabinet on 24.02.2023.
