In piquant facts and circumstances discussed above, it is not pragmatic and possible

at this stage to notify the vacancy to employment exchange and require the applicants to

get registered and furnish their registration number. It is, therefore, imperative that the

requirement of compliance of Rule-4 as discussed above, be dispensed with. Rule-15(3)

provides that if any difficulty arises in enforcing any of the Rule of the Rules, the State

Government (Personnel and Administrative Reforms Department) may remove such

difficulty by notification in official gazette. It is, therefore, advised that in exercise of

power conferred under Rule 15(3) of Rules necessity of notifying the vacancies to

employment exchange under Rule-4 may be relaxed to enable the Staff Selection

Commission to process the selection at the earliest.
