No. 1Pa/Stha-04-19/2018/15836/P.R—In exercise of the powers conferred under
proviso of Article-309 of the Constitution of India, the Governor of Bihar is pleased to make
the following Rules to amend the Bihar Panchayat Service Rules, 2010:-
1. Short title, extent and commencement- (1) These Rules may be called the Bihar
Panchayat Service (Amendment) Rules, 2023.
(2) It shall extend to the whole of the State of Bihar;
(3) It shall come into force at once.
2. Amendment in Rule 2 of the Bihar Panchayat Service Rules, 2010- Rule 2 of
the said Rules shall be added by the following:-
"2. (xx) "Additional District Panchayat Raj Officer" Means Additional District
Panchayat Raj Officer posted by the Government at district level ;

(xxi) "Additional Chief Executive Officer" Means Additional Chief Executive
Officer posted by the Government at district level ;
3. Amendment in Rule 3 of the Bihar Panchayat Service Rules, 2010- Rule 3 of
the said Rules, 2010 shall be substituted by the following:-
"3. The Cadre Structure of the Bihar Panchayat Service shall be hereunder.

4. Amendment in Rule 4 of the Bihar Panchayat Service Rules, 2010- Rule 4 of
the said Rules, 2010 shall be substituted by the following:-
"Sanctioned strength/Pay level of this cadre shall be the same as determined by the
State Government from time to time."
5. Amendment in Rule 7 of the Bihar Panchayat Service Rules, 2010- Sub Rule
(4) of Rule 7 of the said Rules, 2010 shall be deleted.
6. As a result of the above Amendment in Bihar Panchayat Service Rules, 2010 the
structure of Bihar Panchayat Service Cadre will be as follows:-

7. Bihar Panchayat Service Rules, 2010 and Notification No. 11040 dated
13.10.2023 are amended to this extent.
