कȧ धारा 61क मɅ यह उपबंध ǐकया गया है ǐक ऐसे िनवा[चन ¢ेğ या िनवा[चन ¢ेğɉ मɅ वोǐटंग मशीनɉ
Ʈारा मतदान और मतɉ के अिभलेखन का यथाǐवǐहत ऐसा तरȣका अपनाया जाए, जैसा ǐक भारत
िनवा[चन आयोग Ʈारा Ĥ×येक मामले कȧ पǐरिèथितयɉ को Úयान मɅ रखते हुए, ǐविनǐद[ƴ ǐकया जाए;
2. यतः, िनवा[चनɉ का संचालन िनयम, 1961 के िनयम 49क के परÛतुक के अनुसार भारत
िनवा[चन आयोग Ʈारा यथा-अनुमोǐदत ऐसे ǐडजाइन वाला Ĝॉप बॉÈस युƠ एक ǐĤंटर, ऐसे िनवा[चन
¢ेğ या िनवा[चन ¢ेğɉ या उसके भागɉ मɅ मत के पेपर Ěेल के मुġण के िलए मतदान मशीन के साथ
भी जोड़ा जाए जैसा ǐक भारत िनवा[चन आयोग Ʈारा िनदेश ǐदया जाए;
3. यतः, िनवा[चन आयोग ने अपने Ĥेस नोट सं. ईसीआई/पीएन/23/2024 और
ईसीआई/पीएन/24/2024 ǐदनांक 16 माच[, 2024 के जǐरए घोǐषत ǐकए लोक सभा के सभी
संसदȣय िनवा[चन ¢ेğɉ, आंĢ Ĥदेश, अǽणाचल Ĥदेश, ओǐडशा और िसिÈकम कȧ सभी ǐवधान सभा
िनवा[चन ¢ेğɉ के वत[मान साधारण िनवा[चन, 2024 और 13 राÏयɉ मɅ 26 ǐवधान सभा िनवा[चन ¢ेğɉ
(अनुलÊनक-1 के अनुसार) के वत[मान उप-िनवा[चनɉ मɅ सभी पǐरिèथितयɉ पर ǐवचार ǐकया है और
इस बात का समाधान हो गया है ǐक सभी संसदȣय िनवा[चन ¢ेğɉ और आंĢ Ĥदेश, अǽणाचल Ĥदेश,
ओǐडशा और िसिÈकम के सभी ǐवधान सभा िनवा[चन ¢ेğɉ और 13 राÏयɉ के 26 ǐवधान सभा
िनवा[चन ¢ेğɉ (अनुलÊनक-1 के अनुसार) मɅ मतदान कराने के िलए पया[Ư संÉया मɅ इलेÈĚॉिनक
वोǐटंग मशीन (ईवीएम) और पेपर Ěेल [मतदाता स×यापनीय पेपर ऑǐडट Ěेल मशीन (वीवीपैट)]
मुǐġत करने के िलए ǐĤंटर उपलÞध हɇ। मतदान कािम[क ईवीएम और वीवीपैट ǐĤंटरɉ को कुशलतापूव[क
संभालने मɅ अÍछȤ तरह से Ĥिशि¢त हɇ और मतदाता भी ईवीएम और वीवीपैट ǐĤंटरɉ के Ĥचालन से
पूण[ Ǿप से अवगत हɇ।
4. अब, इसिलए, भारत िनवा[चन आयोग, लोक Ĥितिनिध×व अिधिनयम, 1951 कȧ उƠ
धारा 61क तथा िनवा[चनɉ का संचालन िनयम, 1961 के िनयम 49क के तहत अपनी शǐƠयɉ का
Ĥयोग करते हुए, एतÙƮारा, िनवा[चन आयोग Ʈारा ǐदनांक 16 माच[, 2024 को घोǐषत काय[Đम के
अनुसार, वत[मान साधारण िनवा[चन, 2024 मɅ लोक सभा के सभी संसदȣय िनवा[चन ¢ेğɉ, आंĢ
Ĥदेश, अǽणाचल Ĥदेश, ओǐडशा और िसिÈकम कȧ ǐवधान सभाओं के सभी िनवा[चन ¢ेğɉ और
वत[मान उप-िनवा[चन मɅ 13 राÏयɉ मɅ 26 ǐवधान सभा िनवा[चन ¢ेğɉ (अनुलÊनक-1 के अनुसार) को
ऐसे िनवा[चन ¢ेğɉ के Ǿप मɅ ǐविनǐद[ƴ करता है, िजनमɅ िनवा[चनɉ का संचालन िनयम, 1961 और
इस ǐवषय पर िनवा[चन आयोग Ʈारा समय-समय पर जारȣ ǐकए गए अनुपूरक अनुदेशɉ के अंतग[त
ǐवǐहत तरȣके से इलेÈĚॉिनक वोǐटंग मशीनɉ तथा वीवीपैट ǐĤंटरɉ के माÚयम से मत डाले और
अिभिलिखत ǐकए जाएंगे।
5. िनवा[चन आयोग, एतÙƮारा भारत इलेÈĚॉिनÈस िलिमटेड, बंगलोर तथा इलेÈĚॉिनÈस
कापȾरेशन ऑफ इिÖडया िलिमटेड, हैदराबाद Ʈारा यथा-ǐवकिसत इलेÈĚॉिनक वोǐटंग मशीनɉ और
वीवीपैट ǐĤंटरɉ, िजÛहɅ सभी िनवा[चन ¢ेğɉ मɅ मत डालने और अिभिलिखत करने के िलए उƠ
मशीनɉ से जोड़ा जाएगा, के ǐडजाइन को भी अनुमोǐदत करता है।

DIRECTION
No. 576/3/EVM/2024/SDR-Vol.-I:--Whereas, Section 61A of the Representation
of the People Act, 1951, provides that the giving and recording of votes by voting
machines in such manner as may be prescribed, may be adopted in such constituency or
constituencies as the Election Commission of India may, having regard to the
circumstances of each case, specify;
2. Whereas, as per the proviso to Rule 49A of the Conduct of Elections Rules,
1961, a printer with a drop box of such design, as may be approved by the Election
Commission of India, may also be attached to voting machine for printing a paper trail of
the vote, in such constituency or constituencies or parts thereof as the Election
Commission of India may direct;
3. Whereas, the Election Commission has considered the circumstances in all the
Parliamentary Constituencies of Lok Sabha, all the Assembly Constituencies of Andhra
Pradesh, Arunachal Pradesh, Odisha & Sikkim at the current general elections, 2024
and in 26 Assembly Constituencies (as per Annexure-1) in 13 States at the current bye-
elections, announced vide the Election Commission’s Press Notes No. ECI/PN/23/2024
& ECI/PN/24/2024 both dated 16th, March 2024, and is satisfied that sufficient number
of Electronic Voting Machines (EVMs) and Printers for printing Paper Trail [Voter
Verifiable Paper Audit Trail(VVPAT)] are available for taking the poll in all the
Parliamentary Constituencies and all the Assembly Constituencies of Andhra Pradesh,
Arunachal Pradesh, Odisha and Sikkim and in 26 Assembly Constituencies (as per
Annexure-1) of 13 States. The polling personnel are well trained in efficient handling of
EVMs and ‘VVPAT Printers’ and the electors are also fully conversant with the operation
of the EVMs and the VVPAT Printers;
4. Now, therefore, the Election Commission of India, in exercise of its powers
under the said Section 61A of the Representation of the People Act, 1951, and Rule 49A
of the Conduct of Elections Rules, 1961, hereby specifies all the Parliamentary
Constituencies of the Lok Sabha, all the Assembly Constituencies of the legislative
assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha & Sikkim at the current
General Elections, 2024 and 26 Assembly Constituencies (as per Annexure-1) in 13
states at the current bye-election, as per the schedule announced by the Election
Commission on 16th March, 2024, as the constituencies in which the votes, shall be
given and recorded by means of EVMs and VVPAT printers in the manner prescribed,
under the Conduct of Elections Rules, 1961, and the supplementary instructions issued by
the Election Commission from time to time on the subject.
5. The Election Commission also hereby approves the design of EVMs and VVPAT
Printers as developed by the Bharat Electronics Ltd., Bangalore and Electronics
Corporation of India Ltd., Hyderabad, which shall be attached to the said machines, to
be used for the giving and recording of votes in all the Constituencies.
