—In exercise of powers conferred by the
proviso to Article- 309 of the Constitution of India, the Governor of Bihar is pleased to
make the following Rules to regulate appointment, promotion and service conditions in
the Bihar Dental Hygienist Cadre under the Health Department:-
1.
Short title, extent & commencement.-
(1) These Rules may be called as the "Bihar Dental HygienistCadre Rules,
2025".
(2)
It shall extend to the whole State of Bihar.
(3) It shall come into force from the date of publication in the official
Gazette.
2. Definitions.- In these Rules, unless the subject or context otherwise require:-
(i)
'Government' means the Government of Bihar;
(ii) 'Department' means the Health Department;
(iii) 'Commission' means Bihar Technical Service Commission Patna;
(iv) 'Appointing Authority' means the Director-in-Chief, Health Services,
Bihar, Patna; and
(v) 'Cadre' means the Bihar Dental Hygienist Cadre,
3. Constitution of cadre.- The cadre of Dental Hygienist shall be State level. In
this cadre, the number of posts in each grade and total number of posts of the cadre shall
be such as the Government may sanction from time to time.
4. Hierarchy of the cadre.-(1) The composition of the cadre shall be as follows:-

(2) The pay, band grade pay and pay level of all the above categories shall
be the same as prescribed by the Government as may be determined by
the Government from time to time.
(3) The employees appointed and working on the above posts before
coming into force of these rules shall automatically be deemed to be
working on posts of equivalent level in this cadre.
5. Recruitment.- The appointment in this cadre shall be, made on the Post of
basic category (Dental Hygienist) on the basis of recommendation of the Commission.
6. Qualifications.-
(i)
10+2 (with Biology as a subject have been) from a recognized
University/Board.
(ii)
02 Years Diploma in Dental Hygienist from an Institute recognized by
the Union or the State Government of Bihar or any other State
Government.
(iii) Dental Hygienist registered with the Bihar State Dental Council.
(2) The minimum age limit for direct recruitment to the Dental Hygienist cadre
shall be 18 years and the maximum age limit shall be as determined by the Government,
from time to time, category-wise for reservation. The 1st August of the respective
requisition year shall be considered as the cut-off date for determination of age.
7. Procedure of recruitment.-
(1) The appointing authority shall, after calculating the vacancies as on 1st
April of the year and after getting the roster cleared, send the
requisition for reservation category wise to the commission by 30th
April of the year.

(2) The commission on the requisition shall advertise the vacancies and
invite application forms from eligible candidates. After written
competitive examination and work experience the Candidates shall be
selected. :-
(a) Full marks for the written competitive Examination-
- 75marks
(b) Experience Marks:-For contractual work in State
Government hospitals/Institutions of Bihar and Non
Private
hospital
(under
control
of
Central
Government, Panchayati Raj institutions, and urban
local bodies) located in Bihar. 5 marks/year shall be
given for working experience on same post while
working in above mentioned hospitals/Institutions.
Maximum 25 Marks (Number of working days as
part of an year will be multiplied by 5 and then after
divided by 365, shall be added as proportional marks)

Note -(a) The marks to be given to a candidate for the marks obtained in the
competitive examination will be determined by the multiplying the percentage of total
marks obtained in the said competitive examination by a multiple of 0.75. For example, if
a candidate has obtained 60% marks in the competitive examination, then he will be given
60x0.75= 45 marks respectively.
(3) The certificate of work experience issued by Civil Surgeon of the
concerned district, Principal of Medical College, Superintendent of
Medical College and Hospital and director in case of Superspeciality
Hospital will be acceptable.
(4) The benefit of relaxation in maximum age limit equivalent to the work
experience and contract period of the candidates working on contract
shall be admissible in case of regular appointment on the same post on
which the candidate have been working on contract.
(5) The Commission will prepare the merit list and send the reservation
category wise recommendation to the Department in accordance with
the requisitioned vacancies. After verification of the certificates of the
recommended candidates, the appointing authority will conduct health
check-up, antecedents verification etc. and make the appointment
following the appointment related guidelines issued by the Government
(General Administration Department) from time to time.
(6) It will be necessary to comply with the instructions issued by the
Government (General Administration Department) from time to time
regarding the process of appointment after the recommendation of the
Commission.
8. Probation Period.- After appointment, candidates shall be under one year of
probationperiod. The probation period may be extended for one more year, if the service is
not satisfactory during the probation period.If the service is not found satisfactory during
the extended period also, then the Appointing Authority may remove such Dental
Hygienist from the service.
9. Departmental Examination.- The Dental Hygienist shall have to pass the
Departmental Examination conducted by the Board of Revenue Bihar The syllabus of the
Departmental Examination shall be determined by the Board of Revenue Bihar.

10. Confirmation.- On service being satisfactory during the probation period and
passing of departmental examination, a Dental Hygienist may be confirmed by the
appointing authority.
11. Seniority.- The inter-se seniority of Dental Hygienist shall be determined
according to the merit list prepared finally by the Commission.
12. Promotion.-
(1) Subject to availability of vacancies, a confirmed Dental Hygienist shall
be considered to be promoted on the chain of posts of promotion
mentioned in the Appendix of these Rules according to seniority-cum-
merit.
(2) For promotion, compliance of instructions regarding KALAWADHI,
issued by the Government, from time to time, shall be necessary.
(3) Compliance of instructions issued by the Government, from time to
time, regarding promotion and Character Roll/PAR, allegation,
departmental proceedings/criminal proceedings, etc. shall be necessary
at the time of consideration of promotion.
13. Departmental Promotion Committee.- Promotions will be considerable on the
basis of recommendations of the Departmental Promotion Committee. The Departmental
Promotion Committee shall be constituted by a separate order by the Department.
14. Reservation.- Compliance of Reservation Act of the Government and
reservation roster issued by the Government, from time to time, for direct recruitment as
well as promotion shall be necessary.
15. Residue matters.- For subjects for which provisions have not been made in
these Rules, provisions of relevant Codes/Rules/Resolutions/Instructions of the
Government shall be applicable.
16. Removal of doubts.- If there is any doubt arises in the interpretation of any
provision of these Rules, the matter shall be referred to the Department and in this respect
the decision of the Department, after consultation of the Law Department shall be final.
17. Removal of difficulties.- If any difficulty arises in the implementation of any
provision of these Rules, then the Department with the Law Department, may remove
such difficulty by on order not inconsistent with the provisions of these Rules.
18. Repeal & Savings.-
(1) The resolutions, orders, instructions, etc issued by the Department,
from time to time, with respect to this cadre are being repealed.
(2) Notwithstanding such repeal, any work done any action taken under the
said Resolutions, orders, instruction etc and the said Rules, shall be
deemed to be done or taken under these Rules, as if these Rules were
in force on date on which such work was done or such action
was taken.
