No. 8/A.Sh.-09-02/2025-384—In exercise of the powers conferred under Proviso to
Article 309 of the Constitution of India, the Governor of Biharhereby constitutes the Bihar
Education Administration Cadre and formulates the following Rules:
1. Short Title, Extent, and Commencement:
(i)
These Rules shall be called “Bihar Education Administration Cadre
Rules, 2025.”
(ii) It shall extend all over the State of Bihar.
(iii) It shall come into force immediately on publication in official gazette.
2. Definitions:-In these Rules, unless there is anything repugnant to the subject or
context.—
(i)
“Rules” means “Bihar Education Administration Cadre Rules, 2025”;
(ii)
“Cadre” means “Bihar Education Administration Cadre”
(iii)
“Appointing Authority” means “Director, Primary Education”;
(iv)
“Cadre Controlling Authority” means “Education Department of the
State Government”;
(v)
“Government” means “Government of Bihar”;
(vi)
“Commission” means “Bihar Public Service Commission”.
3. Structure of Service:—
(i) The structure of this cadre shall be as follows:

(ii) The sanctioned strength of various posts in this cadre shall be as determined
by the government from time-to-time.
(iii) The pay-scale/pay level of thehierarchy of posts in this cadre shall be as
approved by the government from time-to-time.
4. Recruitment Process:-
(i) Appointment to the basic category post (Assistant Education Development
Officer) in this cadre through direct recruitment shall be doneon the basis
of the results of the competitive examination conducted by the Commission
for this purpose from time-to-time.
(ii) The minimum educational qualification for direct recruitment shall be
Graduation from a recognized universityor its equivalent.
(iii) The minimum age limit shall be 21 years and the maximum age limit shall
be as specified by the state government as per reservation category from
time-to-time. The minimum age shall be calculated on the basis of1st of
August of the concerned year.
5. Reservation.—In appointment and promotion in this cadre, the provisions of
reservation as prescribed by the state government from time-to-time shall apply.
6. Probation Period.—The probation period for the employees appointed through
direct recruitment shall be for one year from the date of joining. During the
probation period, if the service is found not satisfactory then the probation period

may be extended for one more year. If, during the extended period, the service is
still found not satisfactory, the appointing authority may terminate the services of
the employee.
7. Training.—The employees of this cadre must successfully complete the training
as prescribed by the Cadre Controlling Authorityfrom time-to-time.
8. Departmental Examination.—It shall be mandatory for the employees
appointed through direct recruitment to pass the departmental examination as
prescribed. The syllabus and process of the departmental examination shall be
determined by the Board ofRevenue in consultation with the department.
9. Confirmation.—The appointing authority shall confirm the services upon
satisfactory completion of the probation period, successfully completing the
prescribed training and passing the departmental examination and computer
proficiency test.
10. Seniority.—The seniority of theemployees appointed through direct recruitment
shall be determined as per the merit serial of the Commission.
11. Promotion.—
(i) The promotion of the employees confirmedin service to the higher
positions in the cadre shall be granted by the appointing authority as per
seniority-cum-merit upon recommendation of the committee constituted
for promotionat the departmental level.
(ii) The minimum duration and other conditions for consideration for
promotion shall be as determined by the state government from time-to-
time.
(iii) The Departmental Promotion Committee shall be constituted by the
department through a separate order.
12. Unspecified Matters.—Forthe subjects not covered under these Rules
specifically, the provisions made for equivalent personnel in the relevant Code/
Rules / Resolutions/ Instructions of the government shall apply.
13. Removal of Difficulties.—To address the difficulties arising in the
implementation of the provisions of these Rules, the Cadre Controlling Authority
may issue general or special directives from time-to-time in consultation with the
Law Department.
14. Power to Relax.—Where the State Government deems it necessary or
appropriate, it may relax any provision of these Rules for reasons recorded in
writing.
15. Interpretation.—If any doubt arises regarding the interpretation of any provision
of these Rules, the Cadre Controlling Authority shall take a decision in
consultation with the General Administration Department.
