Subject:-Bihar Tourism Branding and Marketing (Amendment) Policy – 2025.

1. The Bihar Tourism Branding and Marketing Policy, 2024, has been formulated through

Resolution No. 4095 dated 13.09.2024. Under this policy, provisions for the publication of

editorials, advertorials, articles, and advertisements in newspapers and magazines have been made

under Para 5 (v). Under this provision, practical challenges are being encountered in the publication

of advertisements in prominent tourism-related newspapers and magazines in the absence of

affiliation/listing with D.A.V.P.

Media and firms have sole rights for publicity at airports located in the state of Bihar.

However, they are not listed in the D.A.V.P. Due to which practical challenges are being

encountered in branding Bihar Tourism at the specified location during special events such as

Sonepur Mela, Shravani Mela, Pitrapaksha Mela, Chhath Puja, Kalachakra Puja, and other

significant occasions.

For the resolution of the aforementioned similar matters, the Information and Public

Relations Department has constituted a committee under Rule 5 and 6 of the Bihar Advertisement

Rules, 2016, for the selection of prominent newspapers, magazines, firms, and media, as well as for

the determination of rates.

2. In line with the Information and Public Relations Department, a new Para 8.3 is

incorporated in the Bihar Tourism Branding and Marketing Policy, 2024, for the selection and rate

determination of prominent newspapers, magazines, and firms holding exclusive rights at airports

located in Bihar, which do not have D.A.V.P. rates which is as follows:

“8.3.1. For the branding and marketing of Bihar Tourism, a Rate Determination

Committee is hereby constituted for the selection and rate determination of

prominent newspapers/magazines and firms holding sole rights at airports

located in Bihar, which do not have D.A.V.P. approved rates,

8.3.2. The following shall be the responsibilities of the aforementioned committee:

Assessment of the utility of such newspapers and magazines that are not

listed in D.A.V.P. but are significant from a tourism perspective for

advertisements, publications, articles, etc., and recommendation of rates

accordingly.

Selection of newspapers and magazines from the aforementioned
