Annexure-A

Operational Guidelines of Bihar Food Grain Storage Management & Training Institute

(Bihar Food Grain Storage Management & Training Institute) as a unit of Bihar State Food

& Civil Supplies Corporation Limited, Patna.

1. Preamble.—In view of the need for high quality management in scientific storage and

distribution of foodgrains allocated under National Food Security Act, and various

scheme such as Pradhan Mantri Garib Kalyan Anna Yojana, Welfare Institutions and

Hostels Scheme, ICDS etc. and for proper training of officers and employees engaged in

the said work Bihar Institute of Grain Storage Management and Training Institute, Patna

(BIGSMT) is being established as a unit of Bihar State Food and Civil Supplies

Corporation Limited, Patna the Government of Bihar. In addition to this, a laboratory is

being established in the said institute for testing the quality of foodgrains and fortified

rice kernel (FRK) allotted by the Government of India and a NABL accredited state level

laboratory is being setup for testing, conducting research on high level food grains such

as Fortified Rice Kernel (FRK) etc., so that high quality foodgrains can be made available

to the beneficiaries covered under the National Food Security Act.

2. Objectives.—The primary objectives of Bihar Institute of Grain Storage Management

and Training Institute, Patna (BIGSMT) are as follows:

(1)

To impart high quality management training for quality storage and distribution

of food grains to the officials and personnel of Bihar State Food and Civil

Supplies Corporation Limited, Patna and Food and Consumer Protection

Department such as Assistant Manager, Quality Controller, Supply Inspector etc.

To develop institutional capacity for quality control, scientific storage, handling

and distribution of food grains under Targeted Public Distribution System

(TPDS) and other schemes.

(3)

To establish research and testing laboratory for quality assessment of food grains

including fortified rice kernel (FRK) and contribute towards food safety and

nutritional security.

(4)

To create a permanent mechanism for upgradation of technical, management and

supervisory capabilities of the officials/personnel engaged in food grain

procurement and distribution of food grains.

(5)

To promote use of technology including GIS, GPS, geo-fencing, supply chain

digitization and data analytics in management and monitoring of grain storage.

Governing Council.—

(1) The Bihar Food Grains Storage Management and Training Institute shall function

as an institutional unit of Bihar State Food and Civil Supplies Corporation

Limited and the Board of Directors of Bihar State Food and Civil Supplies

Corporation Limited shall constitute the Governing Council of Bihar Food Grains

Storage Management and Training Institute, which shall have the following

(2) The Principal Secretary/Secretary, Food and Consumer Protection Department,

Government of Bihar shall act as the Chairman of the Governing Council. All

other members of the Board of Directors of Bihar State Food and Civil Supplies

Corporation Limited shall act as members of the Governing Council. The

Director, of Bihar Food Storage Management and Training Institute shall act as

the Member Secretary of the Governing Council.

Responsibility of the Governing Council:-

(1) The Governing Council may issue necessary policy and orders/directives for

resolving difficulties in the operation of the said training institute and for its

smooth operation.

(2) Bihar State Food and Civil Supplies Corporation Limited shall be the competent

authority to issue administrative and operational instructions in routine matters.

(3) The State Government shall determine necessary guidelines and policies from

time to time for the effective operation of Bihar Food Storage Management and

Training Institute.

Role of the Department.—Food and Consumer Protection Department shall issue

direction time to time for effective operation of Bihar Institute of Grain Storage

Management and Training Institute, Patna.

Administrative Structure.—The approved administrative structure of Bihar Institute of

Grain Storage Management and Training Institute, Patna (BIGSMT) includes 19 regular

posts, on which officers/employees under the control of General Administration

Department, Food and Consumer Protection Department and Bihar State Food and Civil

Supplies Corporation Limited will be posted. In addition to this, officers/employees of

Bihar State Food and Civil Supplies Corporation will be deputed on 18 other posts such

as 08 posts of Assistant Manager, 04 posts of Course Coordinator (Assistant Manager

Cadre) and 06 posts of Quality Controller (Laboratory). Apart from this, 20 posts will be

filled through outsourcing to provide assistance in the operation of the laboratory and

administrative and other works.

For training of officers/employees of the Corporation and supply inspectors

under the control of Food and Consumer Protection Department, the guest trainer will

be paid a fixed honorarium of ₹ 2500/- per session.

The total estimated annual financial expenditure on the above item amounting to

₹ 4,64,94,396 (Four crore sixty four lakh ninety four thousand three hundred ninety six

rupees) only will be borne by the State Government.

Infrastructure and Location.—Bihar Institute of Grain Storage Management and

Training Institute, Patna (BIGSMT) shall be established on the third and fourth floor of

the multipurpose building of Bihar State Food and Civil Supplies Corporation Limited

situated at R.Block, Patna, and the laboratory shall be established in the said premises,

those interior decoration, technical and other arrangement will be done by Bihar State

Food and Civil Supplies Corporation Limited.

Training Functions and Other Activities.—The Bihar Institute of Grain Storage

Management and Training Institute, Patna (BIGSMT) shall be responsible for the

following:

(i)

To scheduling and conducting the training programmes for the following

officials/employees:

(a)

Assistant Manager

(b) Quality Controller

(c)

Supply Inspector (under Food and Consumer Protection Department)

(ii) To developing material for quality training of the following subjects:

(a) Scientific grain storage

(b) Fortified rice (FRK) and nutrition management

(d) Supply chain management (SCM) and foodgrain transportation

management

(e) GPS based supervision and geo-fencing

(iii) Training regarding foodgrain quality testing, quality analysis, research and

investigation.

(iv) Organizing seminars, workshops and lectures by experts and officials.

(v) Maintaining a list of qualified guest trainers who will be remunerated at the

approved honorarium of ₹2,500 per session.

Quality Laboratory.—A State Level Food Grain Quality Testing Laboratory will be set

up under Bihar Institute of Grain Storage Management and Training , Patna which will

perform the following works:

(i)

Testing of food grains including rice, wheat, pulses and fortified rice grains.

(ii)

Research and innovation for storage preservation and loss prevention.

(iii)

Scientific validation of food grain management technic and efficiency of

infrastructure.

Calibration/Measurement modification of moisture measuring instruments,

laboratory equipment and analytical instruments.

10. Financial Provisions:-

(i)

The total estimated annual expenditure ₹ 4,64,94,396 (Four Crore Sixty Four

Lakh Ninety Four Thousand Three hundred Ninety Six Rupees) for the salary

of officers/employees, training, operation of laboratory, research and

investigation work and honorarium and other items will be borne by the State

Government of) only.

(ii)

The expenditure of the amount for the purchase/acquisition of all the materials

will be made in the light of the Finance Department's Resolution No. 12888

dated 03.12.2024 and the guidelines and provisions laid down by the State

Government from time to time.

11.

Supervision and Monitoring:-

(i)

The Director of Bihar Institute of Grain Storage Management and Training ,

Patna shall report directly to the Managing Director, Bihar State Food and

Civil Supplies Corporation Limited and shall submit periodical evaluation

report and audit report to the Governing Committee.

(ii)

Annual administrative, financial and training report shall be submitted to the

Principal Secretary, Food and Consumer Protection Department, Bihar, Patna

for review.

12.

Power to issue guidelines and amendments.—

(i)

The State Government may issue directions from time to time for improved

operation and policy formulation of the Bihar Institute of Grain Storage

Management and Training Institute, Patna (BIGSMT).

(ii) Bihar State Food and Civil Supplies Corporation Limited will act as the nodal

agency for implementing the regular administrative program and operational

guidelines of the said institute.

(iii) The training calendar will be issued with the approval of the Board of

Directors of Bihar State Food and Civil Supplies Corporation Limited.

13.

Disciplinary Authority.—Principal Secretary, Food and Consumer Protection

Department shall be the disciplinary authority of the said Institute.
