ARTICLE - I

Sri G.Krishna, PC 1356, has been working at H.Junction P.S. , since 22.03.2016. That the above said PC 1356 (charged officer) married Kalisetti Rupadevi of Vizianagaram on 25.12.2013 and took an amount of Rs.7,25,000/-, 1 1/2 tola gold chain, 1/2 tola gold ring, Rs.60,000/- for motor cycle as dowry and Rs.65,000/- as aadapaduchu lanchanam. After marriage the charged officer kept his wife Rupadevi at the house of his aunt Gedela Varalaxmi at Vizianagaram and lead marital life for only three days and later he did not even touch her and he always moved in drunken state. Thereafter he went away by leaving his wife at the above said house. Rupadevi waited there for three months with a hope that her husband would took her to his house, but he did not do so. On that the parents of Rupadevi mediated with the charged officer through Gedela Varalaxmi to take Rupadevi to his house. But, the charged officer demanded them to afford house hold articles (sare), then only he will took her to his house. Then they took Rupadevi to the house of Charged officer at Gudivada and provided house hold articles worth Rs. 1,50,000/-. But, the charged officer harassed his wife without providing proper bed and bread and he always used to move in drunken state. He used to spent his salary for his drinking habit and neglected her by all means. When she questioned him, he replied that he has debts and if her parents clear his debts, he will look after her properly. As there is no other option, she mortgaged her gold ornaments and gave him Rs.75,000/- to clear his debts. But, there is no change in his attitude and he continued to harass her in the same manner. The charged officer again demanded his wife to bring additional dowry of Rs.2,00,000/- from her parents. In the month of October, 2015 the charged officer left his job and absconded by leaving his wife at Gudivada. As there is no other option, she gave report at Gudivada Police Station and went back to Vizianagaram. In the month of March, 2016 the Gudivada police traced the charged officer and the Superintendent ofANDHRA PRADESH GAZETTE, May 25, 2018 3 Police, Krishna District held counseling to them and transferred the charged officer to Hanuman Junction P.S. But, the charged officer did not change his attitude and harassed her both physically and mentally to bring additional dowry of Rs.3,00,000/ - from her parents as he borrowed money from others during his absconded period.

Being working in a disciplined force the charged officer has demanded and accepted dowry at the time of marriage and thereafter subjected her to cruelty both mentally and, physically for more dowry, which gave scope to the public to comment on the police. And his abominable conduct has tarnished the image of police in view of the public.

Thus, the charged officer exhibited gross reprehensible conduct by demanding and accepting dowry violating the laws and thereafter subjecting his wife to cruelty demanding to bring more dowry from her parents, which is unbecoming of a police officer and there by violated rule 3 and 25-A of APCS (Conduct) Rules, 1964.
