CONFIRMATION OF DRAFT VARIATION TO MANGALAGIRI & ATMAKURU VILLAGES, MANGALAGIRI (M), GUNTUR (D) IN MANGALAGIRI ZONAL DEVELOPMENT PLAN, TADEPALLI (V & M), GUNTUR (D) IN TADEPALLI ZONAL DEVELOPMENT PLAN AND EXTENSION OF E-13 ROAD PROPOSED IN DETAILED MASTER PLAN OF CAPITAL CITY, AMARAVATI - NOTIFIED VIDE ANDHRA PRADESH GAZETTE EXTRAORDINARY NO. 279, DT. 07.04.2018.
File No – CLU/2267/2017: M a n g a l a gi r i Zonal Development Plan was approved and notified vide G.O.Ms No.687 MA, dt.30.12.2006, Tadepalli Zonal Development Plan was approved and notified vide G.O.Ms No.679 MA, dt.29.12.2006 and Detailed Master Plan of Capital City, Amaravati was approved and notified vide Guntur District Gazette no.18, dt.23.02.2016. The request for Change of Land Use from Recreational (Regional Park) use & Conservation use to Public & Semi-Public Use in D.No. 232(P) of Mangalagiri (V & M), D.No. 372(P) of Tadepalli (V & M), D.No. 403(P) of Atmakuru (V), Mangalagiri (M), Guntur District was considered in Executive Committee meeting of APCRDA held on 22.11.2017.
The request for deletion of 60' wide proposed ZDP roads in Mangalagiri Zonal development plan & Tadepalli Zonal Development plans and realignment of extension of E-13 road proposed in Detailed Master Plan of Capital City, Amaravati in D.No. 232(P) of Mangalagiri (V & M), D.No. 372(P) of Tadepalli (V & M), D.No. 403(P) of Atmakuru (V), Mangalagiri (M), Guntur District was considered in Executive Committee meeting of APCRDA held on 08.03.2018.
After approval of the above said change of land uses in the Executive Committee meeting, draft variation were published in Andhra Pradesh Gazette Extraordinary, Andhra Jyothi Telugu daily newspaper and Times of India English daily newspaper on 07.04.2018 inviting Objections and Suggestions from the public within 15 days period from the date of publication. No Objection/Suggestion was received during the above said period and the matter was put up before Executive Committee of APCRDA on 10.05.2018 for approval of said change of land uses and the same were approved by the Executive Committee.
Hence, notice is hereby given that modifications made to the M a n g a l a g i r i Zonal Development Plan notified vide G.O.Ms No.687 MA, dt.30.12.2006, Tadepalli Zonal Development Plan notified vide G.O.Ms No.679 MA, dt.29.12.2006 and Detailed Master Plan of Capital City, Amaravati notified vide Guntur District Gazette no.18, dt.23.02.2016 as said above are notified under section 41(4) of APCRDA Act,2014. The modifications shall come into operation from the date of publication of this gazette notification and as appended.
APPENDIX
NOTIFICATION
In exercise of the powers conferred by sections 41(4), 17(2) of APCRDA Act, 2014 (Andhra Pradesh Act No.11 of 2014) and G.O.Ms No.95, Dt. 23.4.2016 the APCRDA, hereby makes the following variation to the M a n ga l a gi r i Zonal Development Plan notified vide G.O.Ms No.687 MA, dt.30.12.2006, Tadepalli Zonal Development Plan notified vide G.O.Ms No.679 MA, dt.29.12.2006 and Detailed Master Plan of Capital City, Amaravati notified vide Guntur District Gazette no.18, dt.23.02.2016, and as required under section 41(3) of the said Act, Draft variation was previously published in Extraordinary issue of Andhra Pradesh Gazette No. 279, Dt.
07.04.2018.
VARIATION
Part – A: Change of Land Use:
The part of site measuring to an extent of Ac. 56.73 Cents (Schedule-1) falling in D.No. 232(P) of Mangalagiri (V & M) & D.No. 403(P) of Atmakuru (V), Mangalagiri (M), Guntur District, which was earmarked for Recreational (Regional Park) use in the Mangalagiri Zonal Development Plan sanctioned vide G.O.Ms. No 687 M.A, dated 30.12.2006 is now proposed to be designated for Public & Semi-Public use.
The part of site measuring to an extent of Ac. 0.10 Cents (Schedule-2) falling in D.No. 232(P) of Mangalagiri (V & M), Guntur District, which was earmarked for Conservation use in the Magalagiri Zonal Development Plan sanctioned vide G.O.Ms. No 687 M.A, dated 30.12.2006 is now proposed to be designated for Public & Semi-Public use.
The part of site measuring to an extent of Ac. 10.02 Cents (Schedule-3) falling in D.No. 372(P) of Tadepalli (V & M), Guntur District, which was earmarked for Conservation use in the Tadepalli Zonal Development Plan sanctioned vide G.O.Ms. No 679 M.A, dated 29.12.2006 is now proposed to be designated for Public & Semi-Public use.
Part – B: Deletion of 60' wide ZDP roads:
The part of site measuring to an extent of Ac. 11.257 Cents (Schedule-4) falling in D.No. 232(P) of Mangalagiri (V & M) & D.No. 403(P) of Atmakuru (V), Mangalagiri (M), Guntur District, which was earmarked for Transport & Communication (road) use in the Mangalagiri Zonal Development Plan sanctioned vide G.O.Ms. No 687 M.A, dated 30.12.2006 is now proposed to be designated for Public & Semi-Public use.
The part of site measuring to an extent of Ac. 0.203 Cents (Schedule-5) falling in D.No. 372(P) of Tadepalli (V & M), Guntur District, which was earmarked for Transport & Communication (road) use in the Tadepalli Zonal Development Plan sanctioned vide G.O.Ms. No 679 M.A, dated 29.12.2006 is now proposed to be designated for Public & Semi-Public use.
Part – C: Deletion & Realignment of extension of E-13 road proposed in Detailed Master
Plan of Capital City, Amaravati which was shown in dotted lines in AIIMS Campus:
This case pertains to deletion & realignment of extension of E-13 road proposed in Detailed Master Plan of Capital City, Amaravati, which was notified vide Guntur District Gazette no.18, dt.23.02.2016. The proposed alignment area (Scheule-6) is falling in D.No. 232(P) of Mangalagiri (V & M) & D.No. 403(P) of Atmakuru (V), Mangalagiri (M), Guntur District, which was notified as extension of 60M wide E-13 road in the Detailed Master Plan of Capital City, Amaravati and shown in dotted lines in AIIMS campus.
This proposed road is realigned, starting from railway line near AIIMS boundary (Western side), going through Recreational (Regional Park) use & Conservation use in D.No. 232(P) Mangalagiri (V & M) and also in Recreational (Regional Park) use, Public & Semi-Public use and Residential use in D.No. 403(P) of Atmakuru (V), Mangalagiri (M) which are falling in Mangalagiri Zonal Development Plan sanctioned vide G.O.Ms. No 687 M.A, dated 30.12.2006.
Further details of the proposed change are available in the office of APCRDA, Lenin Centre, Vijayawada and also available in APCRDA web site www.crda.ap.gov.in subject to the following conditions:
1. The change of land use shall not be used as the proof of any title of the land.
2. The applicant shall bring the building inconformity with rules before approaching the competent authority for regular permission.
3. The applicant should obtain the development permission from the competent authority as per the prevailing rules and regulations.
4. The realignment of extension of E-13 Road proposed in the detailed Master plan for Capital city -Amaravati in dotted line, as well as realignment of 60' wide proposed roads in ZDPs concerned is indicative as shown in the map, but actual realignment of road shall be as per detailed design and as per grounding of the road alignment/flyovers etc.,
5. Any other conditions as may be imposed by The Commissioner, Andhra Pradesh Capital Region Development Authority, Vijayawada.
