THE ANDHRA PRADESH PANCHAYAT RAJ (CONDUCT OF ELECTIONS) RULES, 2006 - AMENDMENTS TO PROVIDE FOR 'NONE OF THE ABOVE' (NOTA) OPTION IN THE BALLOT PAPER.

NOTIFICATION

In exercise of the powers conferred by Section 268 read with Sections 8,11, 12,13,14,19-B, 151, 156,179, 201A, 230A and 230B of the Andhra Pradesh Panchayat Raj Act, 1994 (Act No. 13 of 1994), the Governor of Andhra Pradesh, hereby, makes the following amendments to the Andhra Pradesh Panchayat Raj (Conduct of Elections) Rules, 2006 issued in G.O.Ms.No.142, PR&RD (E&R) Department, Dated: 3.5.2006 and as subsequently amended from time to time.

AMENDMENTS

In the said Rules,

1. After Rule 35, the following new Rule shall be inserted namely, - "35-A. None of the Above (NOTA) option on Ballot Papers:-

(1) Notwithstanding anything contained in these Rules, in the Postal Ballot Papers and in the Ballot Papers used for conduct of poll at polling stations with Ballot Boxes or Electronic Voting Machines (EVMs), provision shall be made for 'None of the Above' (NOTA) option for the benefit of those electors who may wish to exercise their option of not voting to any of the candidates in the fray. The last panel of the ballot paper below the last candidate shall be earmarked for 'None of the Above' (NOTA) option.

(2) The State Election Commission may give such directions, as may be necessary, for effective implementation of 'None of the Above' (NOTA) option.

2. In the Form - XXVI (Final Result Sheet), Form - XXVIII (Return of Election) and Part - II (Result of Counting) of Form - XXXII, appended to the said rules, the 'None of the Above' option shall be incorporated at relevant places as specified in the specimens annexed to this Notification.
