Memo. No.Ser.II(1)/6790/2013-, In the reference 6th cited, the confirmed seniority list of Graduate Deputy Executive Engineers of Zone-II dated 11.07.2016 was revised and a revised provisional seniority list of Graduate Deputy Executive Engineers of Zone-II (from the panel years 1975-76 to 2001-2002) was communicated duly inviting objections subject to final outcome of O.As./W.Ps./ SLPs., if any, pending in the Courts/Tribunal.
In response to the said revised provisional seniority list of Graduate Deputy Executive Engineers of Zone-II, Sri B.Raja Rao,Dy.E.E., PIU, Vijayawada has submitted his objection as follows:
Gist of objection:
1. He has submitted that the seniority list must be prepared and communicated as per the communal roster system vide G.O.Ms.No.277, dt.22.3.76 of General
[1]2 ANDHRA PRADESH GAZETTE EXTRAORDINARY [Part-VII Rules 22, AP State and Subordinate Service Rule and to prepare seniority list zone-wise and cadre-wise but not prepared like that due to which lot of injustice is done to him.
2. He has requested to delete the AEE/DEE who opted to RWS Dept., due to which the integrated position of existing Dy.E.E. disturbed.
3. He has submitted that Sri A.B.Vara Prasad and Sri G.Murtyam Babu SI.No.115 and 116 are juniors to him and request to revert them and promote the eligible Dy.E.Es. in their place
4. He has requested to fill his name in the unfilled vacancies of 1984 gazette. But his grievance was rejected on 02.04.2918.
Reply:
1. The communal roster shall be followed at the time of appointment. Sri B.Raja Rao, Dy.E.E. belong to LR-85 AEEs. batch. At the time of selection itself, the APPSC communicated the list of selected candidates and the same list is being followed by the Dept, for preparing the seniority in the feeder category and the department can not disturb the APPSC selection list. Further, communal roster is being followed by the department in promotions from the panel year 2002-03 onwards. The seniority lists are prepared cadre-wise and zone-wise.
Hence, his objection is rejected.
2. The names of Dy.E.Es. opted to RWS&S Dept, are included in the seniority lists since the seniority list relates to unified PRED i.e. before bifurcation of the Dept, into PR and RWS&S Departments. Hence, deletion of the names of engineers who opted to RWS&S Dept, is not correct.
Hence, his objection is rejected.
3. This objection is not relevant to this seniority list. Sri A.B.Vara Prasad and Sri G.Murtyam Babu who were initially appointed in Zone-V as A.E.Es. and later promoted / appointed as Dy.E.Es. / I/c.E.E. under G.0.610, they were transferred to Zone-II. His plea for their reversion can not be examined at this juncture.
Hence, he is informed that his objection is not relevant to this seniority.
4. This objection is also not relevant to the present seniority list of Dy.E.Es. Hence, his objection is rejected.
Therefore, the revised provisional seniority list of Graduate Deputy Executive Engineers of Zone-II communicated from the panel years 1975-76 to 2001-2002 vide reference 6th cited, is hereby finalized duly rejecting / accepting the objections as above and confirmed as shown in the Annexure enclosed to this memo subject to final outcome of the O.As./W.Ps./SLPs., if any, pending in the Hon'ble Courts.
