Engineer ( D.B. 26-08-1989 :: Zone - II), while working in Irrigation Circle, Vijayawada was absent to duty unauthorisedly from 1-9-2014 onwards and not turned up to duty till to date. The Superintending Engineer in his Letter No. 79 ENC Dated : 24-4-2015 has surrendered her services to this office .
The action of the Asst.Exe.Engineer in absenting to duty unauthorisedly for more than two years is highly irregular. As per Rule - 5 (B) of A.P.Leave Rules, 1933 and also in terms of G.O.Ms.No. 129 Fin. FR-(1) Department Dated : 1-6-2007 " A Govt, servant shall be deemed to have resigned from the service if he is absent without authorization for a period of exceeding one y e a r. In accordance with above rules, why the major punishment of removal from service may not be taken against her for her unauthorized absence to duty.

Engineer is directed to approach this office and furnish the reasons for her unauthorized absence to duty from 1-9-2014 onwards immediately for taking further action in the matter, otherwise disciplinary action will be initiated against her for her unauthorized absence from duty as per the A.P.C.S. (CC&A) Rules, 1991.

Memo. No. RC/ENC/K(1)18011988/2018,- Smt. K. Rama Devi, A.E.E. ( D.B. 15-7-1985 : Zone - IV ), while working in H.N.S.S. Circle No. I, Kurnool has applied leave from 1-6-2016 to 31-8-2016 on personal affairs and extended her leave from time to time up to 28-2- 2017 as a matter of right by violation of Rule-18 and 67 of F.R. Subsequently, the Services of the A.E.E. were surrendered to this office by the C.E. (P), Anantapur in his Letter Dated : 11-1-2017.
The Superintending Engineer, HNSS Circle No. I, Kurnool in his letter cited has requested to take disciplinary action against the A.E.E. for her unauthorised absence to duty.
The action of the A.E.E. in absenting to duty unauthorisedly for more than one year is highly irregular. As per Rule-5 (B) of A.P. Leave Rules, 1933 and also in accordance with G.O.Ms.No. 127 General Administration (Services.C) Department Dated : 15-09-2017 "a Govt. servant shall be deemedANDHRA PRADESH GAZETTE, July 18, 2018 3 to have been removed from service, if he / she is absent from duty without authorisation for a period exceeding one year. As per the above Rules, why the major punishment of removal from service may not be taken against her for her unauthorized absence to duty. Further, the services of the A.E.E. are not regularised and working as a temporary Govt. servant.
Hence, the A.E.E. is directed to approach this office immediately on receipt of this office Memo. without fail and furnish the reasons for her unauthorised absence to duty from 1-6-2016. Otherwise, it is construed that the A.E.E. is not willing to work in the department and liable to take disciplinary action against her by removing from service as per the A.P.C.S. (CC&A) Rules, 1991.

The action of the Dy. Exe. Engineer in absenting to duty unauthorisedly without prior permission is highly irregular and attracting to take disciplinary action against him for his mis-conduct/misbehaviour in terms of APCS (CC&A) Rules, 1991. As per Rule-3 ( 1 ) of A.P.C.S. (Conduct) Rules, 1964," every Govt., employee shall be devoted to his duty and maintain absolute integrity and discipline. But, the Dy.E.E. has neglected his duty and violated Rule - 67 of F.R.
Hence, the Dy.Exe.Engineer is directed to furnish the reasons for his absent to duty unauthorisedly and to submit his willingness to join duty immediately in order to enable this office to issue posting orders, otherwise action will be initiated against him for his unauthorized absence from duty as per the A.P.C.S. (CC&A) Rules, 1991.

Memo. No. RC/ENC/ K1 / 17101639 / 2017,- Smt. M. Padmavathi, A.E.E. (D.B. 15-05-1986 :: Zone - II) while working in S.S.L.C. & S.B. Circle, Nellore has been permitted to go to USA, for a period of 11 months from 17-11-2015 to 16-10-2016 subject to the following conditions that the leave will be sanctioned only afterANDHRA PRADESH GAZETTE, July 18, 2018 5 rejoining her duty and if she fails to re-join to duty on or before the due date, disciplinary action will be initiated as per rules vide this office Memo. 1st cited. After expiry of her leave, the A.E.E. has not joined, duly extending her leave upto 16-10-2017 vide ref. 2nd cited. Again the A.E.E. has extended her leave upto 16-10-2018 thro. E - mail and requested to grant permission to stay with her husband in USA. for some more time.
In this connection it is to inform that, the Engineer-in-Chief is competent to permit to go abroad on leave for one year and below only. Hence, the request of the A.E.E. for further extension of leave cannot be accepted and hereby rejected and is will be considered as unauthorised absence.
As per G.O.Ms.No. 127 General Administration (Services.C) Deptt.
Dated : 15-09-2017, a Govt. servant shall be deemed to have been removed from service, if he / she is absent without authorization for a period of exceeding one year with or without leave. The period of absence of the A.E.E. exceeded one year and liable to remove from service in terms of the above Govt., orders.
Hence, the A.E.E. is hereby directed to approach this office immediately and submit her explanation in order to enable this office to take further action in the matter, othewise disciplinary action will be initiated against her, for her unauthorized absence from duty as per the A.P.C.S. (CC&A) Rules, 1991 by removing from service.
This may be treated as Final Notice.
