NOTIFICATION

WHEREAS, the Government had issued a notification in G.O. Ms. No. 368, General Administration (SC.A) Department, dated the 17 th August, 2005, and published in the Andhra Pradesh Gazette No. 608, dated the 17 th August, 2005, declaring the Rythu Coolie Sangham (RCS), a front organization of Communist Party of India (Maoist), as an unlawful association for a period of one year with effect on and from the 17 th August, 2005 initially under sub-section (1) of Section 3 of the Andhra Pradesh Public Security Act, 1992 (Andhra Pradesh Act No. 21 of 1992);

AND WHEREAS, on the opinion of the Advisory Board constituted under subsection (1) of section 5 of the said Act, the Government had issued a notification in G.O. Ms. No. 498, General Administration (SC.A) Department, dated the 11 th November, 2005, and published in the Andhra Pradesh Gazette Part-I, Extraordinary Issue No. 780-A, dated the 12 th November, 2005, confirming the notification declaring the Rythu Coolie Sangham (RCS), a front organization of Communist Party of India (Maoist), as an unlawful association;

AND W HEREAS, the Government have further extended the period of notification declaring the activities of the association as unlawful from year to year in the Government Orders third to thirteenth read above under sub-section (4) of Section 3 of the said Act. The last notification was issued in G.O. Ms. No. 103, General Administration (SC.II) Department, dated the 8 th August, 2017, and published in the Andhra Pradesh Gazette No. 452, dated the 9 th August, 2017, declaring the Rythu Coolie Sangham (RCS), a front organization of Communist Party of India (Maoist), as an unlawful association for a period of one year, which expires on 16.08.2018;

AND W HEREAS, the Government have reviewed the matter and are of the opinion that the Rythu Coolie Sangham (RCS) is continuing to indulge in unlawful activities specified in the notification, issued in G.O. Ms. No. 368, General Administration (SC.A) Department, dated the 17 th August, 2005 and its unlawful activities, if not stopped, will constitute a serious danger and menace to public order, peace and tranquility;

NOW, THEREFORE, in exercise of the powers conferred by sub-sections (1) and (4) of Section 3 of the Andhra Pradesh Public Security Act, 1992 (Andhra Pradesh Act No. 21 of 1992), the Government of Andhra Pradesh hereby declare the Rythu Coolie Sangham (RCS), a front organization of Communist Party of India (Maoist) as an unlawful Association for a further period of one year with effect on and from the 17th August, 2018.
