NOTIFICATION

Under Rule 10(a) of Andhra Pradesh State and Subordinate Service Rules, 1996 the following Tahsildars, Section Officers and Superintendents are hereby appointed to the cadre of Deputy Collector (Category-II) of Andhra Pradesh Civil Services (Executive Branch) Rules, 1992 on purely temporary / ad-hoc basis in the Revised Scale of Pay of Rs. 40270-93780 :

The above appointment by promotions / transfers ordered on purely temporary / ad-hoc basis are subject to the following conditions:-

(i) the placement of officers as shown above is not based on the seniority and their seniority will be protected as per the integrated seniority list of Tahsildars issued vide CCLA Proceedings No.Ser.I(1 )/681/2016 dated 19.01.2017 prepared based on the Judgment dt. 14.11.2014 of Hon'ble Tribunal in O.A. No. 5890/2010 read with orders dated 28.07.2011 of the Hon'ble Supreme Court of India in Civil Appeal No.4662/2007.

(ii) the above names of the Tahsildars / Sections Officers / Superintendents considered for ad-hoc / temporary promotions/transfers for the post of Deputy Collectors will be cleared by the Departmental Promotion Committee in the regular panels to be conducted in future based on their seniority.

(iii) the appointment is purely temporary under emergency provisions and does not confer any right of any kind on the individual who is liable to be reverted at any time without prior notice and without assigning any reasons thereof and the excess amount drawn, if any, in this category will be recovered;

(iv) the officer shall not be regarded as a Probationer or be entitled by reason only of such appointment to any preferential claim for future appointment to such service, class or category. Their services will be regularized against the substantive vacancy meant for them only, till such time the officer has to work on temporary / ad-hoc basis in the cadre of Deputy Collector; (v) the officer appointed shall, whether or not he/she possesses the qualification prescribed for the service, class or category to which he/she is appointed, be replaced as soon as possible by the member of the service, who is entitled to the appointment under the rules ;

(vi) the appointment is also subject to joining of the Officer in the promoted post on issuance of posting orders within the stipulated time of 15 (fifteen) days from the date of receipt of the order as specified in rule 11(b) of A. P. State & Subordinate Service Rules, 1996, failing which he/she would forfeit the right of promotion to the cadre of Deputy Collector.

The Posting orders to the above officers will be issued separately by the General Administration (SC.B) Department based on the vacancies available, till such time they shall continue in their present place of working.

This temporary / ad-hoc promotions accorded are subject to outcome of pending O.As/ W.Ps/ SLPs, respectively and any other cases pending before any court of law.
