The attention of the following Officers is invited to the subject matter.
[ 1 ]2 ANDHRA PRADESH GAZETTE, February 20, 2019 Circular Memo No.C4/9118/2011,- In the reference 1st cited, Sri S. Ahmed Ameen, the former Sub Treasury Officer, District Treasury, Nellore and present Assistant Treasury Officer (Retired) was included for promotion in the panel year 2005-06 from STO to the category of ATO but deferred since charges were framed against him vide this office Proceeding No. K(1)4/7643/2005-3 dt: 07.11.2005. The individual was promoted as AAO/ATO vide this office proceedings No: C4/ 11718/2007-4 Dtd: 26.07.2008 and his services were also regularized w.e.f 11.08.2008 in the category of AAO / ATO. He has appealed the Government for set aside the punishment of withholding of one annual grade increment without cumulative effect accorded by this office Proceeding No. K(1)4/7643/2005-3 dt: 07.11.2005 vide his appeal petition Dated: 15.01.2011. The Government ordered to exonerate the appellant fully from the charges and to set aside the punishment of withholding of One Annual Grade Increment with out cumulative effect awarded by the this Office, and requested to take necessary action vide reference 2 nd cited. As a result of exonerating the charges and set aside the punishment against the individual, he is eligible for notional seniority/promotion on par with his junior Sri Y. Ramanaiah, who was included in the panel of STO Multizone-ll for the year 2005-06 for promotion to the category of AAO/ATO.
In the reference 4th cited, Government was requested to accord permission to is sue notic es to the affected employe es under Rule 24 o f AP Stat e and Subordinate Service Rules, 1996 on giving notional promotion to Sri S. Ahmed Ameen, ATO ( Retd ) in the category of AAO/ ATO w.e.f 06.02.2006 on par with his immediate Junior Sri Y. Ramanaiah, ATO ( Retd ) in the panel year 2005-06.
In this connection it is informed that Sri Y. Ramanaiah, Sub Treasury Officer who is the immediate junior to the individual was promoted during the panel year 200 5-06 fro m STO to ATO vid e th is o ffic e pr ocee ding s No .C4/ 1338 4/20 05, Dated:12-01-2006. His services were also regularized in the category of AAO/ ATO w.e.f. 06.02.2006.
Government in the Memo 5th cited, have permitted to issue notices to the affected individuals under Rule 24 of A.P. State and Subordinate Service Rules, 1996 in respect of Sri Sri S. Ahmed Ameen, ATO ( Retd ). The individual retired on 30.06.2011 on attaining the age of Superannuation.
Due to the proposed revision of Seniority / Notional promotion of Sri S. Ahmed Ameen, ATO ( Retd ) in the category of ATO/AAO, the following officers will be affected:-
