Smt R.Ramanamma, who is working as Sweeper Cum Scavenger with Gl. No.24 (Class-IV) in 3rd Bn., APSP, Kakinada from 10-11-2001. She made a representation vide reference 1st cited, to OC HQ Coy 3rd Bn., APSP., Kakinada with a request to allow 02 weeks sick w.e.f. 30-08-2017FN due to her ill health. Accordingly OC HQ has permitted for avail 02 weeks Medical Leave w.e.f 30-08-2017FN to 12-09-2017AN after medical examination by the UMO 3 APSP Kakinada vide reference 2nd cited.
The OC HQ Coy., of this unit has been informed vide reference 3rd cited , where in it was informed that she has not reported from ML and she become OSL absence from Medical leave.
Smt R.Ramanamma has to return to resume her normal duties from Medical Leave on 12-09-2017AN with MFC. But she did not report for duty and not send any kind of information to her superior officer so far and not informed her whereabouts to the undersigned, till to date.
In accordance with the Govt., orders vide reference 6 th cited, The government servant shall be deemed to have resigned from service if she/he is absent without authorization for a period of exceeding one year.
In this connection Smt R.Ramanamma, Sweeper No-24 who has been absented for duty w.e.f 12-09-2017 to dll date and her absent without authorization period exceeded more than one year. Hence Smt R.Ramanmma, has been provided a reasonable opportunity by calling her further written explanation as to why she has to be treated as resigned from service in deeming provision w.e.f 12-09-2017AN in terms of G.O.Ms. No.128 &129 Finance (FR-1) Dept Dated:01-06-2007 of Finance (FR.I) Department of AP.
For which a show cause notice, vide reference 7th cited has been communicated to her through OC HQ Coy., 3rd Bn., APSP Kakinada and the same was acknowledged by Ch.Jagannadham on 12-10-2019 instead of Ch.Ramanamma. Since the notice could not serve to Smt R.Ramanamma a copy of show cause notice also sent by registered post to her permanent residential address available in her Service Book, Bearing No: RN864988558IN, IVR: 8278864988558, Dated: 05-10-2019 which was also returned by the Postal authority to this office on Dt: 16-10-2019.
Again reminder copies of show cause notice also sent through the Postal Department vide reference 8th cited by Registered Post on 09-04-2020 in RN885102764IN, IVR 8278885102764 to her native/ residential address i.e., Smt R.Ramanamma, Sweeper No.24, W/o late R.Poli Naidu of Billalavalasa village, Merakamudidam Mandal, Vizianagaram. But the orders could not be delivered and returned to this office on 16/04/2020, by the Postal authorities, stating that the addressee is not available in that village and left without intimation.
December 5, 2020] ANDHRA PRADESH GAZETTE EXTRAORDINARY 3Further, a letter has also addressed to the Commissioner, Printing & Stationery, A.P., Vijayawada for publication in A.P., Gazette vide this office letter vide reference 9th cited, Dt:06-06-2020 along with copies of show cause notice stated in the reference 7th & 8th cited to avoid administrative lapses. Accordingly the Commissioner of printing, Govt., of A.P., Govt., Regional press, Vijayawada had published in the A.P., Gazette part-II extraordinary No.75, Date: 19/06/2020(G.135) in the reference 10th cited.
The Government servant Smt R.Ramanamma, Sweeper No-24 unauthorized absence exceeded more than 01 year from 12-09-2017 AN as on the date the absence period exceeded 03 years and she has not appeared before the undersigned nor sent any kind of information regarding her absence.
In the above circumstance, the Govt., servant Smt R.Ramanamma, Sweeper No.24 absence from duties without authorization for more than 01 year and in accordance with the powers vested as per Rule 5 (B) of A.P leave rules 1933 under FR 18A and GO.Ms.No.128 & 129 Finance (FR-1) Dept., Dated: 01-06-2007. It is decided that Smt. R.Ramanamma, Sweeper No-24 shall be deemed to have resigned from the service with immediate effect besides the ML period from 30-08-2017 FN to 12-09-2017AN regularized as ELFP on MC and the unauthorized absence period from 12-09-2017 AN to the date of issuing this orders treated as dies non.
She had been drawn an amount of Rs.1,93,685/- for a period of six months salary. The excess payment paid to her by way of salaries shall be recovered from GPF A/c, APGLI, Bhadratha, and other emoluments and created to the Government. At present an amount of Rs.2,41,306/- (Two lakhs forty one thousand three hundred and six only/-) is available at her GPF Account.
