1. In the reference 1st cited, Articles of Charges have been issued to Sri G.V.Narayana, Veterinary Assistant, Veterinary Dispensary, Gullapudi of Nuzvid Division Krishna District on his unauthorized absent from duty w.e.f. 28.02.2016 to 03.09.2018. He has not submitted the explanation to the Charge Memo. The article of charges issued to Sri G.V.Narayana, Veterinary Assistant, has been published in A.P.Gazette vide reference 2nd cited.

Dr. Kameswararao Panth, Deputy Director(AH) O/o Joint Director (AH) Vijayawada has been appointed Inquiry Officer to conduct detailed Inquiry into the charges framed against G.V.Narayana, Veterinary Assistant, Veterinary Dispensary, Gullapudi of Nuzvid Division, Krishna District under Rule 20 of Andhra Pradesh Civil Services (Classification, Control & Appeal) Rules, 1991 vide reference 3rd cited.
3. The Enquiry Officer has conducted the Inquiry and submitted his report vide reference 4th cited. In his report, the Deputy Director (AH) O/o Joint Director (AH) Vijayawada and Inquiry Officer has reported that, the memos were also served by the Veterinary Assistant Surgeon. Veterinary Dispensary, Gullapudi to Sri G.V. Narayana, Veterinary Assistant in his address mentioned in the Service Register, but all the memos were returned back from Postal Department stating that the addressee not traceable.
4. Therefore the Inquiry Officer has concluded that, the individual has not attended duties from 28.02.2016 to 03.02.2020 at RLU Ramanakkapet. Hence the charges framed against Sri G.V.Narayana, Veterinary Assistant, Veterinary Dispensary, Gullapudi of Nuzvid Division, Krishna District is proved.
5. Sri G.V.Narayana Veterinary Assistant, Veterinary Dispensary, Gullapudi of Nuzvid Division, Krishna District is directed to show cause as to why suitable punishment should not be imposed in view of the charges framed against him are held proved within (15) days from the date of receipt of this Show cause notice, failing which it will be construed that he has no explanation to offer and further action will be taken basing on the material available on record. A copy of the enquiry officers report is enclosed herewith under Rule 21 (4) of APCS (CC & A) Rules, 1991.

ANDHRA PRADESH GAZETTE, January 25, 2021 3It is submitted that an enquiry was conducted on 31.10.2020 at Rural Livestock Unit, Ramanakkapeta on Sri G.V.Narayana, Veterinary Assistant, Veterinary Dispensary, Gullapudi. It is submitted that Sri G.V. Narayana has not attended the enquiry and the enquiry was conducted as ex parte.
It is also submitted that his pay and allowance were also not drawn and paid to him from February 2016 to 30.10.2020 as per records his name was not mentioned in the attendance Register and he has not attended duties anywhere i.e., at the Rural Livestock Unit, Ramanakkapeta (or) Veterinary Dispensary, Gullapudi.
In the enquiry , it was noticed that regular memos were also served by Veterinary Assistant Surgeon , Veterinary Dispensary, Gullapudi to the address mentioned in the service register of the Individual, but all the memos were returned back from postal department, stating that the "address not traceable".
Hence it is submitted that the individual has not attended duties from 28.02.2016 to 03.02.2020 at Rural Livestock Unit, Ramanakkapeta. I am here with submitting all the records, statements for favor of necessary action.
