2 ANDHRA PRADESH GAZETTE, February 9, 2021I submit that in the reference 1st cited, the Engineer-in-Chief, RWS&S, Vijayawada has appointed the Superintending Engineer, RWS&S, Chittoor as inquiry Officer and the Executive Engineer, RWS&S, Madanapalle as Presenting Officer to conduct enquiry on the charges framed against Sri V.A.Srinivas, Asistant Executive Engineer, O/o the Executive Engineer, RWS&S Division, Madanapalle (Absconded).
Further, the enquiry was conducted on 15.05.2019 in O/o the Superintending Engineer, RWS&S Circle, Chittoor.
The Presenting Officer i.e. the Executive Engineer, RWS&S, Madanapalle has also attended along with the Senior Assistant, O/o the Executive Engineer, RWS&S Division, Madanapalle.
The details of charges, explanations and findings by me as inquiry officer are as follows.
CHARGE:
That Sri V.A.Srinivas, Assistant Executive Engineer of Zone-IV who is under orders of postings to RWS&S Circle, Chittoor did not report to duty and continuing under unauthorized absence and willfully abstaining from his legitimate duties with gross negligence and dereliction of duties.
Findings of the Enquiry Officer:
A. I have gone through the following office documents that lead to the current inquiry.

2. T.O.Lr.No.C1/399/2010, Dt:04.09.2010 addressed to the Engineer-in-Chief, RWS&S, Hyderabad.
3. Memo.No.Vig(2)/3718/2010, Dt: 18.09.2010 of the Engineer-in-Chief, RWS&S, Hyderabad.
4. T.O.Lr.No.C1/399/2010, Dt: 15.11.2010 addressed to the Engineer-in-Chief, RWS&S, Hyderabad.
5. Memo.No.Vig(4)/RWS&S/3718/2010, Dt: 21.10.2014 of the Chief Engineer (Admn).

B. I have also perused the above references available in the office records.
In this connection it is submitted that, the departmental proceedings issued against Sri V.A.Srinivas, Assistant Executive Engineer, O/o the Executive Engineer, RWS&S Division, Madanapalle (Absconded) under Rule 20 of APCS (CC&A) Rules, 1991 by the Engineer-in-Chief, RWS&S, Hyderabad have been sent to the individual address which was given by the individual in his piecemeal leave letter by the Superintending Engineer, RWS&S Circle, Chittoor. But, the registered post was returned mentioning as door locked and the same was informed to the Engineer-in-Chief, RWS&S, Hyderabad, in the reference 5th cited.
Further, the Engineer-in-Chief, RWS&S, Hyderabad instructed the Superintending Engineer, RWS&S Circle, Chittoor to send the issued departmental proceedings to the permanent address of the individual as mentioned in the Service Register of the individual and furnish the dated acknowledgement.
As per the instructions of the Engineer-in-Chief, RWS&S, Hyderabad, the Charge memos were sent to the permanent address of the individual as mentioned in the Service Register of the individual. But, the registered post was returned again mentioning as door locked and the same was informed to the Engineer-in-Chief, RWS&S, Hyderabad duly submitting the charge memos issued against the individual and requested the Engjneer-in-Chief, RWS&S, Hyderabad to take further necessary action, in the reference 6th cited.
In the reference 1st cited, in the proceedings issued by the Engineer-In-Chief, RWS&S, Vijayawada, It was mentioned that, Superintending Engineer, RWS&S, Visakhapatnam conducted 'Panchanama' as per the instructions where the father of Sri V.A Srinivas informed that his son is out of state. In view of the above, the said charge memo was published in the weekly AP Gazette page No.205, Dated: 30.03.20l7 and there was no response to the above notification.
In this inquiry, the Executive Engineer, RWS&S, Madanapalle has also submitted based on the records that, the charged officer i.e. Sri V.A.Srinivas, Assistant Executive 4 ANDHRA PRADESH GAZETTE, February 9, 2021 In view of the aforementioned findings and reasons, this inquiry confirmed that, whereabouts of the charged officer are not known and no reply has been received from the charged officer from more than 10 Years, i.e. from 09.07.2007. It can be concluded that, the charged officer is not interested to join duty and his absence is willful and unauthorized.
Hence, the charged officer i.e. Sri V.A.Srinivas, Assistant Executive Engineer, O/o the Executive Engineer, RWS&S Division, Madanapalle (Absconded) has failed to maintain absolute integrity and violated the A.P. Civil Services (Conduct) Rules, 1964.
Piecemeal leave letters of the charged officer i.e., Sri V.A.Srinivas, Assistant Executive Engineer, O/o the Executive Engineer, RWS&S Division, Madanapalle (Absconded), as submitted by the Executive Engineer, RWS&S Division, Madanapalli are here with enclosed.
