The ordinary elections to Members of Mandal Parishad Territorial Constituencies (MPTCs) and Zilla Parishad Territorial Constituencies (ZPTCs) were notified by the State Election Commission vide Notification No. 68/SEC-B1/2020, dt.07.03.2020. The results of unanimously elected candidates were declared after expiry of the time for withdrawal of candidatures on 14.03.2020. Subsequently, the elections process was stopped by the Commission on 15.03.2020 due to COVID-19 pandemic situation. The Commission further ordered that the paused election process shall remain continue until further orders and decided to resume the election process when the situation conducive for conduct of elections is restored vide its Notification dt.06.05.2020.

The State Election Commission vide Notification No. 1503/SEC-B1/2021, dt.01.04.2021 resumed the election process from the stage where it was stopped and completed the election process with the declaration of results of direct elections of MPTC / ZPTC Members on 19.09.2021 and thereafter the indirect elections to Members (Co- opted), Presidents and Vice-Presidents of Mandal Praja Parishads and Members (Co-1 opted), Chairpersons and Vice-Chairpersons of Zilla Praja Parishads on 24.09.2021 and 25.09.2021 respectively.

Some of the unanimously elected candidates of MPTCs and ZPTCs died after 14.03.2020 and some candidates, who won the election, have died after polling and some elected members have resigned resulting in occurrence of casual vacancies in those MPTCs/ZPTCs. There are some MPTCs, where nominations were not filed earlier during the election process in March, 2020 and in some MPTCs all nominations were withdrawn by the candidates. Further, Yetapaka Mandal Praja Parishad in East Godavari District has completed its five year term in June, 2021 and ordinary elections are required to be conducted to this Mandal Praja Parishad.

The Commission has now decided to notify schedule for conduct of elections in 95 MPTCs and 3 ZPTCs falling within the above-mentioned categories.

Now, therefore, in exercise of the powers conferred under Article 243-K of the Constitution of India, Sections 151(1), 179(1), 200 and 201 of A.P. Panchayat Raj Act, 1994, the State Election Commission, hereby, calls upon the registered voters of Mandal Parishad Territorial Constituencies and Zilla Parishad Territorial Constituencies indicated in Annexure-II to this Notification, to elect their respective Members of MPTCs or Members of ZPTCs, as the case may be. Under Section 201-A (2) of the A.P. Panchayat Raj Act, 1994 and Rule 4 of A.P. Panchayat Raj (Conduct of Elections) Rules 2006, the State Election Commission specifies the schedule in Annexure-I appended to this Notification for conduct of elections to the said 95 MPTCs and 3 MPTCs.

ELECTION SCHEDULE

Note: Election Notice shall not be issued to any of the MPTCs / ZPTCs, for which conduct of election is stayed by any Court of law or holding of election is not feasible due to administrative / legal impediments.
