The State Election Commission resumed the election process of MPTCs and ZPTCs vide Notification No.1503/SEC-B1/2021, dt.01.04.2021 from the stage where it was stopped on 15.03.2020. The Poll was conducted on 08.04.2021 and, after disposal of court cases, counting of votes was taken up on 19.09.2021 and results of Member MPTC and Member ZPTC were declared soon after completion of counting.
The Collectors & District Election Authorities of Srikakulam, Visakhapatnam, East Godavari and YSR Districts have reported to the State Election Commission that the ballot papers in the ballot boxes in some polling stations were found spoiled due to rain water seepage and termites as there was a considerable gap of five months between the date of poll and the counting of votes. The Collectors & DEAs have informed that the results could not be ascertained as the ballot papers were spoiled beyond recognition as to which candidate the voters have cast their votes and that the number of spoiled ballot papers is more than the lead between the 1st and 2nd highest polled candidates. The list of such Polling Stations is indicated below.

The State Election Commission, after careful examination of the reports of the Collectors & DEAs, has issued orders withholding the result in respect of all the above said MPTCs/ZPTC and directed that a fresh poll shall be conducted in all such Polling Stations treating the poll conducted in such polling stations as void under Section 225-D of A.P. Panchayat Raj Act, 1994.
The State Election Commission has now decided to order for fresh poll in the said polling stations in order to complete the election process of the above said 7 MPTCs and one ZPTC.
Now, therefore, in exercise of the powers conferred under Article 243-K of the Constitution of India, Sections 151(1), 179(1), 200, 201 and 225-D of A.P. Panchayat Raj Act, 1994 and all other enabling provisions in the A.P. Panchayat Raj (Conduct of Elections) Rules, 2006, the State Election Commission, hereby, orders that fresh poll shall be conducted in all the above-mentioned Polling Stations of 7 MPTCs and one ZPTC and calls upon the registered voters in such Polling Stations to exercise their franchise to elect their respective MPTC Members or ZPTC Member, as the case may be, and under Section 201-A (2) of the A.P. Panchayat Raj Act, 1994 notifies the following schedule for conduct of fresh poll.

In the fresh poll to be conducted in the above-mentioned Polling Stations of MPTCs and ZPTC, the electoral roll already used for conduct of poll on 08.04.2021 shall only be used. The contesting candidates shall be informed in writing about the fresh poll and wide publicity shall be given in the polling areas concerned for the information of voters.
