NOTIFICATION
In exercise of the powers conferred by Sections 200 and 201 of the A.P. Panchayat Raj Act, 1994 read with A.P. Conduct of Election of Co-opted Member, President and Vice-President of Mandal Praja Parishad and Co-opted Members, Chairperson and Vice-Chairpersons of Zilla Praja Parishad Rules, 2006 issued in G.O.Ms.No. 173, PR & RD (Elections) Dept, dt.10.05.2006, the State Election Commissioner, hereby, directs any Gazetted Officer of the Government authorized by the Collector and District Election Authority, Chittoor to conduct elections to the offices of Member (Co-opted), President and Vice-President of Valmikipuram and Gudipalli Mandal Praja Parishads in Chittoor District, in accordance with the procedure laid down in the said Rules and specifies the election schedule in the Annexure appended to this Notification.

(Schedule for conduct of elections to Member (Co-opted), President and Vice-President of Valmikipuram and Gudipalli MPPs in Chittoor District)
| 1. | Notice to be given in Form-II by the Gazetted Officer authorised by District Collector, calling for Special Meeting for conduct of election of Member (Co-opted), President and Vice-President of Valmikipuram and Gudipalli Mandal Praja Parishads. ( This notice should be given to all the Members of Mandal Praja Parishad specified in clauses (i) to (iv) of Sec. 149 (1) of A.P. Panchayat Raj Act 1994) | On or before 18.11.2021 |

Note:
1. Quorum for the election of Member (Co-opted) shall be fulfilled as stipulated under Rule 4 of the A.P. Conduct of Election of Co-opted Member, President and Vice-President of MPP and Co-opted Members, Chairperson and Vice-Chairpersons of ZPP Rules, 2006.
2. Rule 9 (2) of the said rules stipulates that where election of President or Vice-President of MPP could not be conducted in the first two special meetings convened for the purpose, for want of quorum, the President or Vice-President shall be elected in the subsequent meeting or meetings convened for the purpose from among the Members present without insisting for quorum.

3. As the election of President and Vice-President of MPPs covered by this notification could not be conducted in the first two special meetings convened earlier for want of quorum or for other reasons, the election of President or Vice-President shall be held in the special meeting(s) convened for this purpose in pursuance of this notification without insisting for quorum.
4. After completion of election of Member (Co-opted), if the election of President / Vice- President is not held on 22.11.2021, it shall be held on the next day, i.e., on 23.11.2021 at 11:00 AM whether or not it is a holiday observed by the MPP and whether the President or Vice-President could not be elected on the next day also, the matter shall be reported to the State Election Commission for fixing another date for holding election.
5. Rule 10(4) of the said rules stipulates that when an election notice is issued for conducting election to both the offices of President and Vice-President, no election to the office of the Vice-President shall be conducted, unless the office of the President is filled up. Only after completion of election of President, the Presiding Officer shall conduct election to the office of Vice-President.
