2 ANDHRA PRADESH GAZETTE EXTRAORDINARY [Part-VIIIn the references 2nd & 3rd cited, charges were framed against Sri P.Prabhakar Reddy, the then SE, PR, Vizianagaram, retd, inter-alia among (9) others, in respect of allegations of irregularities in execution of Road from SD Road @ 19/0 Km to Yeguvaganjaibadra in Salur Mandal, Vizianagaram District.
2. The Engineer in Chief, Panchayat Raj, Andhra Pradesh, submitted the Written Statement of Defence of Sri P.Prabhakar Reddy, the then SE, PR, Vizianagaram, retd, vide reference 4th cited.
3. Government having not satisfied with the Written Statement Defences submitted by Charged Officers, appointed Dr.Prem Chand, IAS (Retired), Commissioner of Inquiries, as Inquiry Authority to conduct common enquiry into the charges framed Sri P.Prabhakar Reddy, the then SE, PR, Vizianagaram, retd, inter-alia among (9) others, under Andhra Pradesh Civil Services (CC&A) Rules, 1991, vide reference 5th cited. Further, the case was re-assigned to Sri P.K.Sarangi, IFS, vide reference 6th cited.
4. In the reference 7th cited, Sri P.K.Sarangi, IFS, COI, G.A. Department, submitted his enquiry report. In the inquiry report, Inquiring Authority submitted that the charges framed against Sri P.Prabhakar Reddy, the then SE, PR, Vizianagaram, retd, are partly proved.
5. Government communicated a copy of inquiry report to the charged Officer Sri P.Prabhakar Reddy, the then SE, PR, Vizianagaram, retd, for submitting his representation on the inquiry report, vide reference 7th cited. In the reference 8th cited, Sri P.Prabhakar Reddy, the then SE, PR, Vizianagaram, retd. submitted his explanation.
6. Government after careful examination of the matter, have provisionally decided to impose a punishment of 5% cut in pension for a period of Two years on Sri P.Prabhakar Reddy, the then SE, PR, Vizianagaram, retd. under Rule 9 of Andhra Pradesh Revised Pension Rules, 1980. Accordingly, Sri P.Prabhakar Reddy, the then SE, PR, Vizianagaram, retd. is directed to show cause as to why the penalty of 5% cut in pension for a period of Two years should not be imposed on him for the said irregularities. He is directed to submit his representation within (10) days from the date of receipt of this memo, failing which, it will be construed that he has no representation to offer in his defense, and further action will be taken against him based on the material available on record under Rule 9 of Andhra Pradesh Revised Pension Rules, 1980 read with Rule 20 of Andhra Pradesh Civil Services (CCA) Rules, 1991.
