ORDER:
In the letter 1st read above , Govt . of India has informed that considering very high international as well as domestic prices of Edible Oils and feedback received from State Governments and various stake holders , the GOI has decided to impose stock limits on Edible Oils and edible oilseeds with following exemptions ;
i ) an exporter being a refiner , miller, extractor , wholesaler or retailer or dealer , having Importer-Exporter Code Number issued by the Director General , Foreign Trade, if such exporter is able to demonstrate that the whole or part of his stock in respect of edible oils and edible oil seeds are meant for exports, to the extent of the stock meant for export .
ii) an importer, being a refiner , miller , extractor , wholesaler or retailer , if such importer is able to demonstrate that part of his stock in respect of edible oils and edible oil seeds are sourced from imports.
3. requested to issue orders imposing stock limits and for enforcement of the GOI orders . The Commissioner of Civil Supplies , AP , Vijayawada in his letter 3rd read above has 4. After careful examination of the proposals and in exercise of the powers conferred u / s 5 of the EC Act, 1955, Government hereby ordered delegating the powers to the enforcement officials of Civil Supplies Department and Revenue Department , not below the rank of Deputy Tahsildar , to ensure all millers , refiners , wholesalers , solvent extractors and stockists dealing with Edible Oils / Edible Oilseeds , maintain the stock limits and to declare their stocks in the GOI web portal http://evegoils.nic.in/EOSP/Login . The Enforcement staff are authorized to enter the premises of millers , refiners , wholesalers , solvent extractors and stockists dealing with Edible Oils / Oilseeds , to conduct inspections , seize stocks , accounts , records if any violation of the provisions of the E.C.Act 1955 read with the Central Order 1st read above , is noticed and book cases u / s 6A and 7 of the EC Act , 1955 and prevent hoarding and black marketing of Edible oils / edible oil seeds and to make them available in the market at affordable prices .
