ORDER:
In the letter read above , the CEO , APCARL , Pulivendula has submitted the draft Memorandum of Understanding ( MoU ) for entering with International Crops Research Institute for the Semi -Arid Tropics ( ICRISAT) , Patancheru , Telangana to identify and nurture grassroots innovations in crop- livestock systems and agri -livestock start - ups on the synergy of both parties .
2. Themain objectives of this MoU is to work on crop-livestock interventions that benefit dry land farmers in Andhra Pradesh for enhanced food and nutritional security, improving the fodder crops , feeding systems , to develop and commercialize technologies that find application in the crop-livestock domain , to explore opportunities in grain and stalk ( food- feed- fuel crop ) based Ethanol production ( 1G) through public- private partnerships , livestock-based entrepreneurship promotion , explore and organize training programs for Agtech /Agri - livestock business start - ups and smallholder farmers engaged in livestock research.
3. The Government after careful examination of the proposal of the CEO , APCARL , Pulivendula hereby approve the Memorandum of Understanding (MoU ) as appended to this order , and to enter into a Memorandum of Understanding ( MoU ) by Andhra Pradesh Centre for Advanced Research on Livestock (APCARL) Pulivendula , YSR Kadapa , Andhra Pradesh with International Crops Research Institute for the Semi -Arid Tropics ( ICRISAT) , Patancheru , Telangana to identify and nurture grassroots innovations in crop-livestock systems and agri - livestock start - ups on the synergy of both parties .
4. The Chief Executive Officer , Andhra Pradesh Centre for Advanced Research on Livestock , Pulivenula , YSR Kadapa District shall take necessary action in the matter accordingly.

The International Crops Research Institute for the Semi-Arid - Tropics ( ICRISAT) , an International Organization headquartered at Patancheru -502324, Telangana , India with privileges and immunities of the United Nations (Privileges and Immunities ) Act , 1947, extended through Extraordinary Gazette Notification No. UI /222 ( 66) /71 dated 28th October 1972, issued by the Ministry of External Affairs , Government of India .
Andhra Pradesh Centre for Advanced Research on Livestock ( APCARL) , is an autonomous body of Andhra Pradesh State undertaking , located in Ratchmarripalli , Venkatampalli and Peddarangapuram villages , Pulivendula Mandal , Dr YSR Kadapa District, Andhra Pradesh State . APCARL is incorporated under the Companies Act, 1956 on 11.11.2008 with its registered office at D. No. 10-2-289 / 121 , Shanthi Nagar , Hyderabad . APCARL was previously known as Indira Gandhi Centre for Advanced Research on Livestock ( IGCARL) . The vision is to develop APCARL as world class institute under public - private-participation i.e. PPP and for that APCARL has to collaborate in its research with national and international organizations .
ICRISAT and APCARL are hereinafter referred to individually as " Party " or collectively as"Parties" .
1. ICRISAT and APCARL desire and intend to collaborate and build on the synergy of both parties to identify and nurture grassroots innovations in crop- livestock systems and Agri livestock start- ups in the domain . Both the parties to the MoU (Memorandum of Understanding) agree to work together for the achievement ofthe following objectives jointly:
ICRISAT and APCARL will collaborate to work on crop-livestock interventions thatbenefit dry land farmers in Andhra Pradesh for enhanced food and nutritional security and profitability to farmers;
ICRISAT and APCARL will jointly work on improving the fodder crops , feeding systems that enhance the animal productivity and sustain the production system;
ICRISAT and APCARL will collaborate to work on proposals (s ) to develop and commercialize technologies that find application in the crop-livestock domain . For example , mycotoxins diagnostics to check feed quality;
ICRISAT and APCARL will jointly explore and organize capacity building workshops , knowledge exchange sessions , and training programs for Agtech /Agri- livestock business start - ups and smallholder farmers engaged in livestock research;
ICRISAT and APCARL will connect its partner institutions/ scientists/mentor networks with each other for support on a need basis;
ICRISAT and APCARL will jointly work on food- feed crops and their usage as fodder ( For example , sorghum stover) and the seed systems to promote these crops;
ICRISAT and APCARL will collaborate to explore opportunities in grain and stalk (food-feed-fuel crop) based Ethanol production ( 1G) through public -private partnerships;
ICRISAT and APCARL will support each other's programs domain in the role of knowledge and research partners and in training research scholars , young scientists .
2. The Parties acknowledge that all visits of its staff and related costs will be undertaken by their own respective Institution .
3. The Parties agree that any confidential or proprietary data ( marked and designated as ' Confidential' ) shared and exchanged between the parties in relation to this Memorandum of Understanding ( MoU ) will be held confidential and any breach of trustwill result in termination of Memorandum of Understanding (MoU) .
4. Neither Party will use the other Party's name or logo in any press release or any other purposes without first obtaining the other Party's written consent .
5. This document is not intended to create legal or binding obligations on either party. It serves only as a record of the parties' current intentions . Before any of the activities set out in this MoU are implemented , to ensure the activities can be accomplished in conformity with the law and so as to enable the principles set out in this MoU to be implemented, the parties shall enter into a formal and binding separate agreement or agreements with each other which will detail the specific form and content of the activities , budget , timelines , and responsibilities and rights ofeach Party . Such agreements will be negotiated in good faith .
6. The Parties agree that, without prior review and written approval of other Party, neither Party shall issue a press release or otherwise make a public announcement concerning the subject matter of this MoU or make any statements on behalf of or concerning the other Party to press , media , brokers , banks , and/or any other person .
7. This MoU commences from the date of the last signing and shall be in force for 3(three) years . The MoU may be terminated at any time by mutual consent or by 1 (one) months ' notice by either party . It may be amended , modified , extended , or renewed only on the written consent of both Parties . The Institutions agree to review this MoU1 ( one) month prior to the end of the term .
8. The specific terms of this MoU do not preclude the development of future collaborative ventures or projects not mentioned in this document .
