Read the following: - 1. G.O.Ms. No.79 Law( F) Department , dt : 28.12.2020 and Gazette Notification Dt: 28.12.2020( Act No.37 of 2020 ) .

ORDER:
In the G.O. , second read above , the Government appointed the 1st day of September , 2021 as the date on which the provisions of the Andhra Pradesh Animal Feed ( Regulation of Manufacture , Quality Control , Sale & Distribution ) Act 2020 came into force.
2. In the G.O. , third read above , Government issued notification by making the Andhra Pradesh Animal Feed ( Regulation of Manufacture , Quality Control , Sale and Distribution ) Rules , 2021 , came into force w.e.f. 01.09.2021.
3. In the letter 4th read above, the Director , Animal Husbandry Department , Andhra Pradesh , Vijayawada , has requested the Government to constitute the Animal Feed Quality Control Committee by notification to advise the Controlling Authority on all matters relating to registration , licensing and quality control in Animal feed business operations and to enforce the provisions of theAct.
4. Government after careful examination of the matter, hereby constitute " Animal Feed Quality Control Committee " .
5. Accordingly, the Notification will be published in the Extraordinary issue of the Andhra Pradesh Gazette .
NOTIFICATION
In exercise of powers conferred under Section 12( 1 ) of Andhra Pradesh Animal Feed ( Regulation of Manufacture , Quality Control , Sale & Distribution ) Act-2020, Government hereby constitute " Animal Feed Quality Control Committee " with the following Members including Non - official official members , to advise the Controlling Authority on all matters relating to registration , licensing and quality control in Animal feed business operations and to enforce the provisions of the Act and the rules made there under . This Committee shall consist of the following members , namely:

The term of ex - officio members and non - official members is as prescribed in the Animal Feed Act , 2020 .
6. As per Section 12( 4 ) Andhra Pradesh Animal Feed ( Regulation of Manufacture , Quality Control , Sale & Distribution ) Act- 2020 and Rule 4 of Animal Feed Rules , 2021 , the following are functions of the Animal Feed Quality Control Committee .
(i) To advise the Registering / Licensing Authority on any matter relating to the licensing of animal feed and the manufacture , storage and preparation of animal feed for sale and the sale of approved animal feed;
(ii ) To take such other steps as may be prescribed that are connected with or incidental to the aforesaid matters
( iii ) To recommend on quality of animal feed
( iv) To recommend on modifications , amendments , deletions , additions to procedures for manufacture for sale , distribution and imposition of quality control measures
(v) To recommend on fees structure for issue of manufacture license for animal feed , fee of manufacture license , issue of duplicate license (vi ) To recommend on test procedures for quality control of animal feeds (vii ) To assist the Controlling Authority on implementation of the Act and to provide technical basis for decision making by the Controlling Authority .
(viii ) To provide independent technical and scientific advice to monitor and evaluate the implementation of the Act at the field .
(contd ...3) (ix) To provide information on Animal production and other data relevant to the Act in such a way as to enable the Controlling Authority to implement the Act effectively .
(x) To enter any premises where Animal Feed Business Operations are carried out for the purpose of technical evaluation and audit .
(xi ) To take samples of any Animal feed for the purpose of technical evaluation and audit
(xii ) To gather information or data from any Animal Feed Business Operations for the purpose of technical evaluation and audit
( xiii ) To suggest technical corrective measures to Animal Feed Business Operations if such need arises .
(xiv) Any other function assigned by the Controlling Authority.
7. The Director, Animal Husbandry Department, A.P. , Vijayawada shall take necessary further action in the matter accordingly.
