In the refer MARANATrELdDAKOFEBRHARMADO Association , whild004 explaining the difficulties in getting promotion from the cadre of MPDOS has repreTIFICATIONS BYGOVERNMENTtor , DWMA , Additional PD ( EGS ) , Addl.PDs (Watersheds ) , Asst . Project Director and various other posts in Rural Development , and 50% posts Dy.Commissioners , Jt . Commissioners etc. , in the office of Commissioner RD , with MPDO's on getting their Promotion , on Deputation / OD basis .
12 . In the reference 2nd and 3rd read above , the Commissioner , PR & RD has stated that the MPDOs working in PR & RD Department have no promotion channel for vertical growth in their career even MPDOs are the crucial functionaries for implementation of all schemes of Panchayat Raj , Rural Development as well as for all the developmental and welfare schemes of various Departments of the Government in Mandal level . Though the MPDOs are having thorough knowledge and vast experience in respect of all the development programmes , their expertise and experience is not being fully utilised at higher levels as they are not having proper promotional avenues . At present particularly in Rural Development wing most of the officers are being posted on deputation ( on foreign service) from other departments other than line departments which do not have adequate knowledge regarding RD schemes . All the existing posts in Rural Development Department especially in DWMAs , in various cadres nearly 50% remain vacant at all times due to non- availability of experienced staff causing much inconvenience to the administration . Even though some officers from other departments often opt to work as Asst.PDs / Addl . PDs and in various other supervisory level positions , they too don't serve longer periods and are getting repatriated to their parent departments due to personal / administrative reasons . The adhoc arrangement is significantly affecting the implementation of programmes .
3. The Commissioner , PR & RD has further stated that at present the services of about (76) MPDOs are being taken in RD Department in

Government after careful consideration of the matter , and with reference to the proposals submitted by the Commissioner , PR & RD vide 2nd and 3rd read above , hereby earmark the following posts to the Mandal Parishad Development Officers in the O / o the Commissioner , PR & RD and in District Water Management Agencies in the State to work on deputation / OD basis on their promotion to the next higher cadre , subject to fulfillment of eligibility criteria prescribed for the posts : -

(contd ... 3) promotion to next category in their department , provided that the officers of other Departments already working in those posts on deputation basis shall be allowed to continue till completion of their deputation period . Further , any post which is earmarked to the officers of line department remains vacant the same could be filled up with MPDOs on promotion on deputation subject to fulfillment of qualifications prescribed for the post , duly limiting to the total number of posts as mentioned at para - 4 above .
6. The Commissioner , PR & RD , and the PR & RD ( Estt - V) Dept. , shall take further necessary action in the matter accordingly .
