ORDER: -
In the reference 1st read above , the Government have sanctioned an amount of Rs.100.00 lakhs for construction of Kapu Community Hall in Madhura Nagar 45th Division and Payakapuram 57th Division in Vijayawada Central Assembly Constituency , Krishna District and also ordered to meet the expenditure from the relevant head of account and within the budget provision .
2. In the reference 2nd read above , the Finance Department have issued certain instructions for cancellation of the works sanctioned prior to 1.04.2019 but not grounded and also for review of the works afresh which were grounded but expenditure is less than 25 % of originally estimated value . As per the instructions stated above , the said G.O is deemed to be cancelled as no works have been grounded.
3. After careful examination of the matter , Government hereby accord permission to the Managing Director , A.P. State Kapu Welfare and Development Corporation to release an amount of Rs.100.00 Lakh ( Rupees One Hundred Lakh Only ) to the Executive Director , DBCSCS Ltd. , Krishna District for construction of Kapu Community Hall in Vijayawada Central Constituency , Krishna District .
4. The Managing Director , A.P. State Kapu Welfare and Development Corporation shall take necessary action to alienate the land in favor of the Government and take steps for completion of construction of Kapu Community Hall , immediately , duly following the norms as mentioned below:
1. The Construction work shall be taken up as per the approved type design and estimates submitted either by CPSU / State PSU or any other Government Agency or APEWIDC Engineers of the concerned district and shall be completed within a period of one year from the date of administrative sanction .
2. After completion of the construction , the building shall be handed - over to the Executive Director , DBCSCS Ltd. of the respective district .
3. The Kapu Community Hall shall be given on rent basis for conducting marriage functions or any other social celebrations to get minimum maintenance charges , and it shall be properly accounted for by the DBCSCS Ltd. represented by its Executive Director.

5. The MD , APKWDC or his nominee whom the management of Community Hall is assigned shall maintain annual book of accounts.
6. The rent collected shall be utilized , with the approval of the District Collector, for the maintenance of the building such as Electrical Charge , white washing , electrical repairs or for any other work as per the requirements .
7. The rent so collected shall be utilized as per the requirements .
5. The Managing Director , APSKWDC Ltd. , Vijayawada is hereby permitted to take up the work under overall savings of the APSKWDC Ltd.
6. This order issues with the concurrence of Finance ( FMU - WEL - II ) Department vide their U.O.No. FIN01 - FMU0PC ( WEL2 ) / 149/ 2020 , Computer No.1296583 , dt.20-12-2021 .
