ORDER:
In the G.O. first read above , orders were issued approving the eligible Deputy Executive Engineers , PR for promotion to the post of Executive Engineer , PR for the Panel year 2018-19 .
2. In the letters 2nd & 4th read above , the Engineer - in - Chief, PR, AP , Vijayawada has submitted the review DPC proposals in respect of Sri D.V. Appa Rao , Dy.EE. (Retd.) for promotion to the post of Executive Engineer , PR notionally for the panel year 2018-19 and stated that the Government vide G.O.Rt.No.1014 PR & RD (Vig . II ) Dept. , dt.31.10.2015 have issued orders imposing the penalty of stoppage of one Annual Grade Increment with cumulative effect on Sri D.V.Appa Rao , the then DEE , PR, Giddlur on the irregularities in execution of works , allotment and release of FFWP / SGRY rice in (5 ) Mandals in Prakasam District . Accordingly, the concerned DDO has stopped the increment fallen on 01.12.2017 . Due to which , the name of Sri D.V. Appa Rao , DEE , PR of Zone.III ( Retired) was not included in the panel year 2018-19 , as the punishment is in force during the panel year 2018-19 .

The ENC , PR has further informed that the DTO , Ongole has raised objection that the individual has been awarded stoppage of one Annual Grade Increment with cumulative effect vide G.O.Rt.No.1014 PR & RD ( Vig . II) Dept. , dt.31.10.2015 , as such the increment due on 01.12.2015 has to be stopped . But, the proceedings , the individual has been sanctioned increment on 01.12.2015 and stopped increment on 01.12.2017. Hence , he has requested to furnish reasons for the same . Due to the above objection , the orders issued by the EE , PRI Division , Ongole in Proceedings No. Rc.No.A6 /Establishment / 2018 , dt : 29.09.2018 , were partially modified and revised orders were issued duly sanctioning the increments to the individual and stopping the Annual Grade Increment due on 01.12.2015 . Hence , the punishment awarded by the Government was completed by 30.11.2017. The ENC , PR has requested the Govt . to issue necessary orders in the matter .
4. In the U.O. Note 5th read above , the General Administration ( Ser.E ) Department have been requested to place the matter before the Screening Committee for its review and recommendations .
(contd . P.2) 5. In the U.O. Note 6th read above , the General Administration ( Ser.E) Department have informed that the proposal for consideration of the name of Sri D.V. Apppa Rao , Dy.EE ( Retired ) for inclusion in the panel of Dy.EE fit for notional promotion to the category of Executive Engineer , PR for the panel year 2018-19 placed before the Screening Committee on 25.10.2021 . The Committee , after going through the ACRs , relevant records and other material papers relating to Sri D.V. Appa Rao , Deputy Executive Engineer , PR and after making an overall assessment of his service record and work done , reviewed the entire panel and considers that he is eligible for notional promotion in the category of Executive Engineer , PR for the panel year 2018-19 , accordingly recommends that his name be included in the panel of Executive Engineer of Panchayat Raj Engineering Department at Sl.No.7 against Roster Point 92 for notional promotion to the category of Executive Engineer of PRED for the panel year 2018-19 , duly relegating the last three names i.e , Sl.No.51 Sri . T. Venkata Sivaji , Sl.No.52 Sri K. Lavanya Kumar , and Sl.No.53 Sri . S. Srigirinath from the panel , in terms of G.O.Ms.No.62 , GA ( DPC.I) Dept. , Dt.8.2.1989 ( 46 vacancies have been estimated in the main original panel) . Accordingly, the panel is re - casted.
6. Government after consideration of the matter, have decided to approve the recommendations of the Screening Committee . Accordingly, the recommendations of the Screening Committee regarding recasting the panel year 2018-19 is hereby approved .
7. Consequent on the above decision , the earlier orders issued vide G.O. 1st read above are hereby re - casted for considering promotion to the post of Executive Engineer , PR and ordered as annexed to this order .
8. The above orders are subject to correction of errors if any occurred inadvertently which may be notices/ found subsequently, in terms of para ( 13 ) ( a ) of the orders issued in G.O.Ms.No.187 , GAD , dt: 25.04 1985 and are subject to directions / outcome of OAs / WPs / WAs / RPS /CAS/ SLPs etc. , if any, pending before Tribunal / Courts etc.
9. The Engineer - in- Chief, PR, AP , Vijayawada shall take further action accordingly and furnish necessary review DPC proposals to Government for taking further action in the matter.
