ORDER: -

Whereas , in the G.O.1st read above , Government framed Special Rules for Women Development and Child Welfare Department and as per sub rule- 7 of said rules , no person shall be eligible for appointment by transfer or by promotion , unless the person is an approved probationer and has put in not less than 3 years of service in the category from which promotion or appointment by transfer is made . Subsequently , in the G.O. 2nd read above , Government issued Ad - hoc rules in relaxation to prescribing minimum service for promotion / appointment by transfer , from three years to two years.

2 . Whereas , ( 15 ) Fifteen posts of Project Directors [ 13 ] in Districts level , one JPC in HOD & One post of Programme Officer in APSCPCR ( Deputy Director Cadre) were sanctioned strength in Successor State of Andhra Pradesh . Out of which , only one regular Deputy Director cadre officer is working in the State . Further , ( 08 ) eight Project Director Posts are filled with the Deputy Collectors of Revenue Department under F.S. terms and ( 05 ) Project Director Posts are vacant , where F.A.C. arrangements made with different cadre officers .

3. Whereas , Under sub rule - 3 of A.P. Women Development & Child Welfare Service Rules framed by the Government vide G.O.Ms.No.5 , WD , CW & DW ( Estt ) Dept. , dt.01.02.2001 , the mode of appointment of the posts of Project Directors ( Deputy Director Cadre ) are as follows:

5 . Government after careful examination of the matter , under Rule - 31 of A.P. State and Subordinate Service Rules , 1996 , hereby order to invoke Rule 10 ( a ) of A.P. State and Subordinate Service Rules , 1996 in the exigency of administration in favour of the above ( Seven ) Assistant Project Directors in order to consider their names for inclusion in the panel of Project Directors (Deputy Director cadre ) ( 3rd Level Gazette ) for promotion from the category of Assistant Project Directors to Project Directors for the panel year 2021- 2022 , duly following the existing rules / instructions .

6. The Director , WD &CW , Guntur is requested to take further action accordingly .
